  3. 成立背景DOT -- Background • The Department of Transportation was established by an act of Congress on October 15, 1966, the Department’s first official day of operation was April 1, 1967. • The mission of the Department is to: Serve the United States by ensuring a fast, safe, efficient, accessible and convenient transportation system that meets our vital national interests and enhances the quality of life of the American people, today and into the future.

  7. 联邦公路管理局 （FHA） • Annual budget: $20 billion fuel & motor vehicle excise taxes • Uses: A. federal-aid funding to state & local governments; B. national parks, forests, Indian lands and others under Federal stewardship. • Formulate national program & content • Promote the use of best available safety practices, programs and technologies in all phase of highway planning, design, construction and operations • Motto: Roads & highways to be the safest and most technologically up-to-date.

  8. 联邦机动车安全管理局（FMCSA） • Founded on Jan 1, 2000, pursuant to the Motor Carrier Safety Improvement act of 1999. • Mission: Reduce crashes, injuries, and fatalities involving large trucks and buses. • Means: Develops and enforces data-driven regulations that balance motor carriers (truck and bus companies) safety with industry efficiency. • About Federal Motor Carrier Safety Regulations (FMCSRs) • About Hazardous Materials Regulations (HMRS)

  9. 联邦危险物质法规(Federal Hazardous Material Regulations) FHMR governs: • The offering of hazardous materials for transportation and transportation of hazardous materials in interstate, intrastate, and foreign commerce by rail car, aircraft, motor vehicle, and vessel. • The representation that a hazardous material is present in a package, container, rail car, aircraft, motor vehicle, or vessel.

  10. 联邦危险物质法规(Federal Hazardous Material Regulations) FHMR governs: • The manufacture, fabrication, marking, maintenance, reconditioning, repairing, or testing of a packaging or container which is represented, marked, certified, or sold for use in transportation of hazardous materials. • The use of terms and symbols prescribed in this subchapter for the marking, labeling, placarding and description of hazardous materials and packagings used in their transport.

  11. 全国公路交通安全管理局（NHTSA） • Established by the Highway Safety Act of 1970 • having a legislative mandate under Title 49 of the United States Code to issue Federal Motor Vehicle Safety Standards (FMVSS) and Regulations • Setting and enforcing safety performance standards for motor vehicle equipment：air bags, tires, parts, etc. • Responsible for reducing deaths, injuries and economic losses resulting from motor vehicle crashes • Conducting research on driver behavior and traffic safety • Making safety recalls

  12. 联邦机动车辆安全标准法规（Federal Motor Vehicle Safety Standards and Regulations） • Manufacturers of motor vehicles and items of motor vehicle equipment must conform and certify compliance • Issued by the National Highway Traffic Safety Administration (NHTSA) • FMVSS 209, Seat Belt Assemblies, was the first standard to become effective on March 1, 1967

  13. 联邦机动车辆安全标准法规（Federal Motor Vehicle Safety Standards and Regulations） • A number of FMVSS became effective for vehicles manufactured on and after January 1, 1968. • New standards and amendments to existing standards are published in the Federal Register. • These Federal safety standards are regulations written in terms of minimum safety performance requirements for motor vehicles or items of motor vehicle equipment. • 89 standards and regulations have been issued till now.
