The communication – Work in progress • Introduction: • What is Social protection? (basic, broad definition) • SP as a human right • SP supports growth WITH EQUITY • The Agenda for Change: inclusive sustainable growth for human development; focus on sectors which build the foundations of growth and help ensure it is inclusive, notably social protection, health and education. • Calls on the EC to draft a communication.
The communication – Work in progress • (Therefore) the purpose of the communication: • '…to explain the role of SP in underpinning inclusive and sustainable development and the role of EU dev. Cooperation in supporting the strengthening of social protection policies and systems.'
The communication – Work in progress • Social Protection in Support of Inclusive Growth A summary of the ways in which SP supports inclusive economic growth • (this follows on from the Agenda for Change point in the first section) • SP in Europe • SP at the heart of EU social model (to be taken up in the later section on what we should do - our basis in European values - universality and equity) • The problems EU faces today and the response: EU 2020.
The communication – Work in progress • Social Protection in Development • Developing countries - high growth/high inequality/low inclusion, reflected in relatively low spend on SP compared to established HIC economies. • Three phases of development: exclusive focus on growth; safety nets in response to neg. effects of restructuring etc; ongoing development of new SP approaches to the poor based on social transfers. • Success of transfer programmes in reducing poverty. Problems and difficulties. • Important conclusion: where social protection systems have demonstrated success a key ingredient has been strong national ownership including financing • The issue of affordability
