  4. SUMMARY The MLRF received a qualified audit report. This is a regression from previous audit reports. The main contributor to the qualification was Property, Plant and Equipment (Assets) while other findings included repeat findings on SCM; Receivables; Irregular Expenditure; Under-expenditure on the Working for Fisheries Programme and significant misstatements. The MLRF has developed an Audit Matrix where emphasis has been placed on addressing those matters that are considered material and have affected the audit report. Attention has also been given to repeat audit findings. The MLRF has also focused attention of addressing the internal control deficiencies identified by the Auditor-General. The MLRF has an active external Audit Committee as well as an outsourced Internal Audit Service who are monitoring progress against the AG matrix. Capacity and skill constraints in the Chief Directorate: Financial Management are a key challenge with the total number of vacancies in this component standing at 13 posts. The MLRF has not had a permanent CFO since 2010 and the post of Director Supply Management and Facilities Support has been vacant since 2014.
