  1. EO-Hydro: an EO Service for Hydropower Plant Management

  2. EO-HYDRO PROJECT OVERVIEW • Objective: providing Hydro Power Companies with EO-based products useful for hydro power plant management and security. • Partners : main research institutes and industrial service providers of mature snow cover and water run-off services in the Alpine area, Canada and Norway. • Precommercial trials provided in: Alpine area, Canada (Quebec and Labrador) , Scandinavia, Chile, Southern Italy, Togo, Buthan • Schedule : The project was started in January 2004 and was completed in February 2007.

  3. Major outcomes • A number of EO based services for Hydropower companies have been brought to a marketable level. • CGS has set up a stable collaboration with ENEL and AEM in Italy. New collaboration just started with TERNA- Power Grid Manger in Italy (Distributed Power Grid Management by Satellite - ESA General Study Program) • Technology Transfer from NR & NORUT to KSAT : SCA full processing chain operational at KSAT . • VIASAT has gained the role of EO service provider HYDRO QUEBEC; Promotion of River&Lakes products has been effective. • High Potential of ground deformation products demonstrated to Hydropower companies by GAMMA and C-CORE . • Contribution to the SNOW SERVICES WORKING GROUPorganized by ENVEO .

  5. EO-Hydro Service Portfolio Snow Cover Monitoring Snow maps at low, medium and high resolution Runoff Forecast Using satellite snow cover information and hydrometeo data Snow Water Equivalent Monitoring SWE maps derived from EO data and ground observations Land Displacement Monitoring based on SAR interferometric processing techniques Promoted by EO-HYDRO : ESA Radar Altimeter service Water level measurements in the dams using radar data

  6. Services 2004 (test campaigns)

  7. Services 2005 (pre-commercial trials)

  8. Services 2006 (commercial trials)

  9. Week 26 Week 24 Week 16 Week 19 Week 22 Week 27 The Snow Cover service in Scandinavia Weekly multisensor SCA products (snow melting season 2006 )

  10. The Snow Cover service on the Alps Weekly multisensor SCA products (snow melting season 2007 ) Snow Snow free Clouds Water bodies

  11. The products are downloaded by the user from the customized web site

  12. Satellite Data Precipitation Station/Model Example Zillertal Basins Temperature Station/Model Runoff forecasts ENVEO‘s hydrological modelling platform uses satellite derived snow cover information and hydro-met data ENVEO

  13. Sandy Soil Historical Land Slides Slope failure here could lead to reservoir failure Dam security conditions

  14. GEO-INFORMATION NEEDS expressed by Hydropower companies • A major interest for water management EO-products : • snow cover maps, • snow water equivalent • runoff forecasting • Large Hydropower companies hold proprietary runoff models for their plants, hence are interested in snow cover maps (e.g. Statkraft, ENEL) • Small Hydropower companies do not hold proprietary runoff models for their plants, hence are more interested in water runoff services (e.g. AEM, GLB, BKK) • Relevance for Hydro Power companies: water management of the basin and energy trading . Increasing interest in snow monitoring beacuse of recent significant climate changes affecting water resources.

  15. Service tailoring and customisation • All users have been fully aware since the very beginning of the potential role of EO data for their purposes : water management. • Long discussions have been done about tailoring of the service in order to fully match specific operational needs . • Each EO-HYDRO Service hase been tailored and customized according to the specific need of each customer: • File Basin shape • Product format and ancillary data • Product Validation on the basin • Product Delivery

  16. STATKRAFT - Eng. Tom Andersen, 9 Feb. 2007 Significant improvements are achieved in the multisensor snow product New processing line for ASAR scenes gives more reliable snow cover estimates Better algorithm for combination of MODIS and ASAR reduce unaccuracy in snow maps Useful quick-look service Effective and quick transfer of data to user Data format to be used directly into excisting GIS-system The EO data is a valuable supplement to snow measurements and snow storage calculations based on meteorological and hydrological data Feedbacks from the Users

  17. ENEL - Eng. Giorgio Galeati, 8 Sept. 2006 “ENEL can give an overall positive evaluation of the provided service. There is no doubt that we have to use these information in the future for our operations, but we have to convince our hydroplant managers about the usefulness of the tool. The spatial resolution of the images is high quality. The delivered depletion curves are good and well comprehensive and their application along the year was useful as well.“ Feedbacks from the Users

  18. Operational service available on request all year in future : Autumn and Winter snow conditions should be studied and monitored (by radar sensors in Scandinavia), growing importance because of climate change. For small basins in mountainous terrain a better resolution could be valuable (~100 m) New products of snow wetness or snow surface temperature should be considered The future goal is EO of snow water equivalent Improvements recommended by Customer : STATKRAFT

  19. Future prospects for sustainability In Scandinavia (Statkraft , GLB, BKK) and in the Alpine Area (ENEL) the SCA service is already sustainable : 2007 services already sold and operational. • Improvements requested by Customer call for : • R&D for new products , mainly Snow Water Equivalent , which is the must for Hydro Power Companies. • Extended and improved use of SAR sensors : TerraSAR-X, COSMO-SkyMed, RadarSat-2, CoReH2O, in order to deliver full year service. Sentinel-1 (SAR application) • C-band • Daily Revisit for regions above +45° and below -45° (OK for Alps) • Use of High resolution optical sensor in order to provide higher quality data in input to hydrological models. Sentinel-2 (optical application) • suitable spatial resolution (10m – 60m) • band 11 (1610 nm) is otimal for snow/ice/cloud separation • Specific product for Snow Cover.
