ADS-B • NPRM • Published October 5, 2007 • Public comment period now extended to March 1, 2008 • NPRM proposes to require ADS-B Out • Must mandate ADS-B Out to achieve system benefits • FAA believes operators will voluntarily equip with ADS-B In to maximize individual benefits • 20 Series AC forADS-B Out • Currently in legal coordination • Next step will be for public comment

New RTCA Committees • SC-214 • Standards for Air Traffic Data Communication Services (Established – March 2007) • SC-214 is established at the request of the Federal Aviation Administration to develop standards to define the safety, performance and interoperability requirements for Air Traffic Services (ATS) supported by data communications. Data Communications in support of the NextGen Air Transportation System and Single European Sky ATM Research (SESAR) Initiatives will introduce services that allow evolution from the current workload intensive, voice-based air traffic control concepts, to collaborative, management-by-exception operations. Advanced data links between ground and airborne systems are envisioned to increase sector-based traffic capacity allowing greater user access and more efficient flight routing.

New RTCA Committees (continued) • SC-215 • AMS(R)S for NGSS and Equipment (Established – May 2007) • SC-215 is established at the request of Iridium Satellite and will develop revisions as needed to harmonize RTCA DO-262, MOPS for Avionics Supporting Next Generation Satellite Systems (NGSS), and DO-270, MASPS for AMS(R)S as used in Aeronautical Data Links with ICAO AMS(R)S SARPs. The scope of changes will be limited to a) Iridium Satellite communications equipment, and b) Iridium Satellite communications service. The objective of any changes is to facilitate evaluation and approval of Iridium Satellite services for safety critical communications and to harmonize DO-262 and DO-270 with the revised ICAO AMS(R)S SARPs

  5. New RTCA Committees (continued) • SC-216 • Aeronautical Systems Security (Established - June 2007) • SC-216 is established at the request of The Boeing Company. SC-216 will work jointly with EUROCAE WG-72 to develop two documents - 1) Minimum Aviation System Performance Standards (MASPS) for Aeronautical Electronic and Networked Systems Security, and 2) Security Assurance and Assessment Processes and Methods for Safety-related Aircraft Systems. The committee's recommendations and guidance material should help ensure safe, secure and efficient operations amid the growing use of highly integrated electronic systems and network technologies used on-board aircraft, for CNS/ATM systems and air carrier operations and maintenance.

RTCA Committee News SC-206 Aeronautical Information Services • Operational Services and Environment Definition document has been completed • Safety and Performance Requirements document is being work with planned completion in late CY2008 • Changes to the MASPS DO-267A will be necessary to address use of AIS products for tactical maneuvering vice strategic flight planning/SA SC-214 DataComm for NextGen • Currently identifying datacomm services in support of FAA Segment 1 and Segment 2 services • SPR completion for Segment 1 planned for late CY2008 • SPR completion for Segment 2 planned for late CY2009 SC-215 Iridium Satellite Communications • Normative appendices (revisions) planned for completion mid to late CY2008

  7. HIRF Final Rule • Rule and AC signed on July 30, 2007 • Rule effective on September 5, 2007 • AC 20-158, “The Certification of Aircraft Electrical and Electronic Systems for Operation in the High-Intensity Radiated Fields (HIRF) Environment”

Transponder Continuous Operations NPRM Withdrawal • NPRM published on January 14, 2003 • NPRM proposed to require airplanes operated in domestic, flag, and supplemental operations to ensure immediate activation and continuous transmission of the designated hijack alert code to air traffic control (ATC) during a hijack situation • Withdrawn based on comments received • Withdrawal published on August 27, 2007

Other Significant Activities • RTCA/DO-160F, Environmental Conditions and Test Procedures for Airborne Equipment • Currently in FRAC • Will go to RTCA PMC in December • Should be published Late December/Early January • Attitude Heading Reference System (AHRS) Standards • TSO-C163a VDL Mode 3 Communications Equipment Operating within the Frequency Range 117.975-137.000 MHz published August 31, 2007

Other Significant Activities(con’t) • Performance Aviation Rulemaking Committee (PARC) Communication Working Group (CWG) • Soliciting input from industry on communications related work priorities • Establishing criteria for use of Iridium constellation as a viable sub-network for safety services and LRCS • Assessing DataComm for NextGen regulatory strategy for Segment 2 equipage
