  5. Responsibilities • Retrieving and using written and electronic information relative to response decision making • Analyzing an incident to determine the presence of hazardous substances 1d

  6. Responsibilities • Determining the physical and chemical properties of a substance and its container • Selecting proper PPE • Establishing exposure zones and proper decontamination and medical stations 1e

  7. Responsibilities • Understanding the potential hazards of a hazardous release site • Understanding the procedures for implementing response actions consistent with the emergency response plan 1f

  8. Responsibilities • Identifying the types of hazardous substance transportation containers involved in a release 1g

  9. Responsibilities • Selecting and using various types of equipment available for plugging or patching transportation containers, vessels, or vehicles • Organizing and directing the use of multiple teams of HAZMAT technicians 1h

  14. Routes for chemical exposure • The majority of toxic substances enter the body through breathing • Other means include absorption, ingestion, and injection 3a

  15. Routes for chemical exposure • Chemical exposures are divided into two groups: • Acute • Chronic 3b

  16. Routes for chemical exposure • Symptoms from acute exposures occur during or shortly after exposure to a high concentration • Symptoms from chronic exposures occur over longer periods of time after exposures to low concentrations 3c

  17. Personal protective equipment • PPE shields and isolates individuals from chemical, physical, and biological hazards • Types of PPE include: • respiratory equipment • protective clothing • boots • gloves 4a

  18. Personal protective equipment • No single combination of PPE is capable of protecting against all hazards 4b

  19. Decontamination • Decontamination removes and neutralizes contaminants that could permeate: • protective clothing • respiratory equipment • tools • vehicles 5a

  20. Decontamination • Proper decontamination: • protects site personnel by minimizing the transfer of materials into clean areas • helps prevent mixing of incompatible materials • protects the community by preventing uncontrolled transportation of contaminants from the release site 5b

  21. Training • Hazmat technicians receive at least 24 hours of training equal to the hazardous materials technician level, plus an annual refresher 6a

  22. Training • Specialists require a more directed or specific knowledge of the various substances they may be called upon to contain 6b

  24. Training • Implement the local emergency response plan • Classify, identify, and verify known hazardous materials by field survey instruments and equipment 6d

  25. Training • Know of the state emergency response plan • Select and use specialized chemical PPE • Understand hazard and risk assessment techniques 6e

  26. Training • Perform advanced control, containment, and/or confinement operations • Understand and implement decontamination procedures • Develop a site safety and control plan 6f

  27. Training • Understand basic chemical and toxicological terminology and behavior 6g
