SBHCs provide accessible health care to youth Access Model: • Providing health care services where the kids are, • For youth regardless of insurance status • Supports youth being in class • Supports families • Who are uninsured, with limited transportation, less days off from work • Prevention messages delivered

ASchool-Based Health Center…. • Delivers core set of primary health care services (physical, mental, preventive) • To children and youth in an identifiable school space • During regular scheduled times- school hours • By qualified health professionals (ex. What do Oregonians say about SBHCs? 2005 Public Opinion Telephone Survey Importance of various types of health care services provided in school-based setting. • 90% or more of Oregonians named the following health services as important**: • Alcohol and drug prevention; • Treatment for minor injuries; • Mental health counseling; • Sports exams; • Family planning counseling; • Vaccinations. • **Combined responses of “very important” and “somewhat important”.

  12. Cost of running an SBHC can range from $90K to $400K Each county with a state-certified SBHC is eligible for state dollars through their local public health authority (LPHA). Each of the state dollars is used to leverage about $3-4 local dollars. State funding is based on a formula: 1 SBHC  LPHA receives $60K per year >1 SBHC LPHA receives $41K per year for each center (including the first) Additional funding sources found on local level: County funds School districts Hospitals Community health providers Grants Local fundraising Funding of Oregon SBHCs

Political Climate • OR Legislature has supported the # of SBHCs doubling each decade • 1985-86 Initial Legislative dollars • 2004 Expansion dollars for SBHCs into 5 new counties • 2007 Expansion dollars for SBHCs into 5 new counties and 7 existing counties • 2009 Expansion dollars for SBHCs into 5 new counties and 7 existing counties

  14. 2009 Request for Proposals (RFP) • Announcements for RFPs were sent to all local public health authorities, schools and any partners in July 2009 with a due date of Sept 18, 2009 • RFP required partnership with local public health authorities, medical community, and schools. • RFP and additional planning resources can be found at: http://www.oregon.gov/DHS/ph/ah/sbhc/planning.shtml

Option 1:2-Year Planning Process • Previously awarded state planning grantees are ineligible for this option. • Phase I (2009-2010): Each grantee will receive up to $30,000 per site • Award runs from Nov 1, 2009 to June 30, 2010 • Planning Year: development of community partnerships, site, and local model. • End of year report will determine advancement into Phase II. • Phase II (2010-2011): Depending on the # of site moving forward, each grantee will receive up to $60,000 per site. • Award runs from July 1, 2010 to June 30, 2011 • Continue planning and development, culminating in the certification of the SBHC during spring of 2011.

  16. Option 2:1- Year Planning Process • This option is available to all interested sites. • Advance Phase (2009-2010): Grantee will receive up to $60,000 per site. • Awards will run from Nov 1, 2009 to June 30, 2010 • Designed to cover the duration of planning and development, culminating in the certification of the SBHC during the spring of 2010. • Entry into Funding Formula: (2010-2011): Upon successful completion of certification in the first year of planning, LPHA will receive funding based on the State SBHC funding formula. • Award will run from July 1, 2010 to June 30, 2011 • Once SBHC is certified, annual awards will continue based on each biennium’s legislatively adopted budget and compliance with State Certification Standards.
