  3. Definition of Interoperability Ability of a system or process to share and use the information and/or functionality of another system or process.

  4. Purpose • Definition of an interoperability architecture - • elements; • principles; • rationale; • issues/obstacles/barriers to be resolved; • possible approaches; and • benefits/drawbacks. • Seek to achieve consensus.

  5. Methodology Circulation of Discussion Paper Discussions + Submissions Develop Consensus

  6. Structured Customer Contact & Support Supported By Organisational Framework Governance Regime Supported By Semantic Framework Supported By Technical Framework Elements

  7. Technical Definition: Technologies, standards, guidelines and policies describing the ways and means of sharing data and/or functionality of computer systems. Conclusion: Hub-based standardised XML messaging and XML-based Web Services.

  8. Semantic Definition: Standards governing the definition, precise meaning & exchange of business information. Conclusion: Registers/catalogues of standardised business elements described using XML.

  9. Organisational Definition: Programmes to define customer-centric services via a fundamental review & transformation of business structures, processes, rules, procedures and job roles. • Conclusion: • Service Delivery Modernisation through – • exemplar scheme; • common functionality; • expenditure reviews & central funding; and • organisation development assistance.

  10. Structured Customer Contact & Support Definition: Consistent, high-quality, and efficient approach to customer contact. Conclusion: One or more customer contact centre/s as shared services at a sectoral, regional and/or public administration level.

  11. Governance Definition: Ownership, definition, development, maintenance, monitoring and promotion of standards, protocols, policies and technologies. • Conclusion: • Pan Public Service Governance Model - • Technical/Semantic – Single Agency; • Organisational – Dependent on each MS’ structures & legislation.

  12. Roadmap • Volunteer agency to develop technical and semantic pilots. • Develop pilots using a data-rich service with potential for involving multiple agencies and purposes. • Prove pilot with technology solution and comprehensive business case. • Identify organisation development opportunities from pilot. • Develop exemplar scheme from exercise.

  13. Next Steps • Approval of Directors General. • Submission on European Interoperability Framework. • Consideration by MS. • Dutch Presidency progressing with eight example studies.
