TRH TMH library Compelling reasons for development and innovation advances made Progress has escaped capture Escaped emerging practice At the root is the obsolescence of out documentation that guides us to issue specifications that would ensure quality at a affordable price. Significant advances in technology have escaped capture by the TRH/TMH library. To be competitive, to work smart and cost-effectively requires development and innovation in an industry faced with a shrinking roads market. In some cases these advances have moved forward beyond the reach of theses manuals and thus of a large proportion of practice. For example At the root is the obsolescence of out documentation that guides us to issue specifications that would ensure quality at a affordable price. Significant advances in technology have escaped capture by the TRH/TMH library.     8. Questions How do we encourage and guide new entrants? How often is good practice and cost efficiency compromised? How is innovation encouraged? As a result of this state of affairs, the following questions come to mind: How can we purport to encourage and guide new entrants to the industry with a compendium of incomplete, obsolescent official manuals? How often is good practice abused by injudicious application of these documents by inexperienced professionals? If these documents guide the formulation of technical specifications, how is cost-effectiveness compromised? How is innovative practice covered or encouraged or accommodated? (There are numerous instances where new developments are not covered in these documents, ranging from guidelines for modified binders to the incorporation of new pavement types into structural design catalogues.As a result of this state of affairs, the following questions come to mind: How can we purport to encourage and guide new entrants to the industry with a compendium of incomplete, obsolescent official manuals? How often is good practice abused by injudicious application of these documents by inexperienced professionals? If these documents guide the formulation of technical specifications, how is cost-effectiveness compromised? How is innovative practice covered or encouraged or accommodated? (There are numerous instances where new developments are not covered in these documents, ranging from guidelines for modified binders to the incorporation of new pavement types into structural design catalogues.

Resolution RPF 7 May 2002 That a task group is convened to establish a system or procedure whereby the content of national specifications, manuals and guidelines in use feature best current practice and reflect a balanced view acceptable to both road owners and product and service providers. This is where we are at. As far as is known, there has been no progress on the issue, therefore our meeting here today is of crucial importance. Pleased that there is representation from the national department of transport. I will admit that the formation of a roads infrastructure division gives great hope that we may have a vehicle to take matters further and to pre-empt a serious decay in the quality of service to the community that we as a road sector have as a prime goal.This is where we are at. This issue has been raised at the Roads Pavement Forum and a resolution aimed at redress adopted. The SA DoT involvement and support of this dynamic and influential forum should also be explored.

RISFSA Discussion document issued in November 2002 Comprehensive landmark document Positive suggestions Sabita submission on the topic of HCD Sabita had the opportunity to interact with the department on the draft document Road Infrastructure Strategic Framework for South Africa, issued in November 2002. We regard it as a comprehensive, creative document with numerous positive suggestions. Our submissions on the topic of Human Capital Development are relevant to the topic under discussion. I should like to share some of these with you. I am sure that our colleagues in the SADoT would not mind. Sabita had the opportunity to interact with the department on the draft document Road Infrastructure Strategic Framework for South Africa, issued in November 2002. We regard it as a comprehensive, creative document with numerous positive suggestions. Our submissions on the topic of Human Capital Development are relevant to the topic under discussion. I should like to share some of these with you. I am sure that our colleagues in the SADoT would not mind.

The impact of this gap, especially regarding the stewardship of national specifications, practical guidelines and codes of practice and best practice in general is already having an incapacitating effect on the industry. Of particular concern is that attraction of new entries into the industry and their smooth progression and vertical growth is severely compromised by this deficiency, as is the capacity of the roads industry to deliver efficiently now and in the future.It was evident, given, that essential leadership related to best practice in road infrastructure provision and management was at risk of being left in abeyance. The impact of this gap, especially regarding the stewardship of national specifications, practical guidelines and codes of practice and best practice in general is already having an incapacitating effect on the industry.     16. Request/cont... Redress is urgent Practice and the profession to achieve its solemn goals of economic, social development and the alleviation of poverty. We are in a grave situation and we need to redress the current situation as a matter of urgency. Only by doing so will we be able to reconstruct our ailing networks and provide road for social and economic growth and poverty alleviation all of which are solemn goals of our profession.
