The Great Compromise - Compromise– settlement in which each side gives up some of its demands in order to reach an agreement. - Roger Sherman - 3 branches 1. legislative – 2 houses(parts) – bicameral a. Senate – each state, regardless of size, would elect 2senators (favored small states) b. House of Representatives – members elected based on a state’s population (favored large states) 2. executive- President 3. judicial – Supreme Court ? Disagreements between Northern & Southern States Slavery?– could slaves be counted as population to determine how many members a state could elect in the House of Representatives? Southerners – said yes. They wanted slaves to count so they could get more members in the H.O.R. even though slaves couldn’t vote. Northerners – said no. Since slaves couldn’t vote, why should they be counted? Three-Fifths Compromise - 3/5ths of the slave population would be counted for representation - states agreed slave trade could not be banned for the next 20 years. After that, Congress could regulate the slave trade if it wished. - fugitive slaves could be returned to their owners
