  1. The Constitutional Convention Annapolis Convention: George Washington and others called for a meeting to discuss the “state of the union” The Articles of Confederation were not working…..problems They agreed to meet and “revise” the Articles.

  2. The Convention • Philadelphia May of 1787, • They met all summer---17 weeks • Their intention was to “fix “ the articles • They found they were too far gone and had to be rewritten. • Presided over by Madison, Jefferson & Washington • Secret Meetings

  3. Delegates Discussed • Humans are motivated by self-interest • Economic Issues • Balanced Interests • Strengthen the National Government • “power belongs to the people” • Power needs to be checked. • A minority could not tyrannize a majority • How could/should it work? • How could get it ratified?

Conflict and Compromise • The Virginia Plan May 30th 1787 • “The Randolph Plan” Edmund Plan • Bicameral House • Lower House according to population • Upper House elected by the Lower House • Both Houses would elect the Executive and The Judiciary • Concept of Checks and Balances • Small States Objected

  5. More! • The New Jersey Plan----The Small State Plan • William Patterson Proposed as a counter proposal the Va. Plan. • Unicameral Legislature • Legislature to appoint: The Executive and the High Court. • Congress had the power to TAX and regulate COMMERCE. • Decisions by the High Court would be Supreme Law if the two branches conflicted.

  7. The Bundle of Compromises • Roger Sherman of Connecticut proposed a meshing of the VA and NJ PLANS. (Conn. Plan) • 2 House Legislature---upper house 2 per stateand lower house base on population • 3/5th Compromise • 3 Branches all equal and separate w/ ability to check each other. • The Compromises………………………..led to arguments!!!!!!!!
