  3. If you can breathe, you can make a difference Why airshed management planning? • Interior communities in BC typically have air quality problems due to: • Emissions • Topography • Weather Patterns • Fine particulates are issue in BVLD • Smoke • Road dust

If you can breathe, you can make a difference Science and Local Knowledge • Plan participants identified major and minor sources for airshed-major sources: • Beehive burners • Forestry burning • Agricultural/land development/small sawmill burning • Residential wood heating • Backyard burning • Road dust • Airshed and source-specific goals, indicators and strategies were developed

If you can breathe, you can make a difference Technical support from WLAP • Airshed specific micro-emission inventories being developed for major sources • Meteorological modelling underway for 2001 and 2002 • Dispersion modelling to begin mid-late summer 2004 • Updated Air Quality Assessment to begin mid-late summer 2004

If you can breathe, you can make a difference Case study-Beehive Burners • Tier 1 • Canfor, Houston Forest Products, Pacific Inland Resources • Numerous upgrades to operation to reduce emissions • Voluntary and required shut downs during air quality episodes • Tier 2 • Cheslatta Forest Products, Babine Forest Products, Decker Lake Forest Products, Carnaby (not operating) • Goals-reduce or eliminate operating beehive burners • Indicators-# burners operating and # operating days • Strategies-co-generation or other value-added alternatives

If you can breathe, you can make a difference Case study-Forestry Burning • Required to reduce fire and insect hazard abatement • Limited mainly to fall and spring • Seasons with moderate # of good venting days • Goals-reduce or eliminate air quality episodes due to forestry burning • Indicators-% potential episode days in fall and spring • Strategies • Reduce # piles needing to be burnt • Reduce emissions from piles that must be burnt • Education • Coordination of burning to prevent overload/visibility hazards

If you can breathe, you can make a difference Case Study-Residential Wood Heating • Emissions can cause significant local impacts in neighbourhoods and communities • Goals-reduce or eliminate air quality episodes due to residential wood heating • Indicators-% epidsode days during fall, winter, spring • # non-emissions certified appliance in BVLD • Strategies-Woodstove change out program • Public education • Woodstove bylaws • Promotion of alternatives for home heating

If you can breathe, you can make a difference 5 Year Implementation Plan • BVLD Airshed Management Plan Society with WLAP as technical arm • Annual and semi-annual meetings of working groups based on milestones for each source • Continuous review and updating of plan with annual reports every September • Continuous improvement of science • Monitoring program in every community

If you can breathe, you can make a difference Role of Local Government • Endorse the Plan (no liability) • Assist with implementation through participation and partnership: • Annual Plan review (September) • Plan implementation **active participation in BVLD Airshed Management Plan Society • Public education and information (2-ways: toolkits for gov’t and promotion of programs and workshops) • OCP links with Air Quality via CWG (define and answer questions related to compatibility of industry operations and location on Plan milestones)
