  2. مقدمة عامة • فى إطار عمل مجلس وزراء الاتصالات العرب وخطة العمل العربية تحت مظلة جامعة الدول العربية والتى شملت 20 مشروع عربى، قام فريق البلورة بإختيارها وفقاً لمعايير محددة ليتم تنفيذها إقليمياً ووافق عليها مجلس وزراء الاتصالات العرب. • ونظراً لأهمية مشروع ”مؤشرات مجتمع المعلومات وبناء القدرات وقياسها“ تقدمت مصر لتتبناه.

  3. مقدمة عامة • وحيث أن الدول العربية التى تتبنى مشروع معين عليها القيام بالآتى: • تحديد الشركاء من المنظمات الإقليمية والدولية والقطاع الخاص. • البحث عن مصادر التمويل والعمل على تنفيذ المشروع. • إعداد دراسات الجدوى التفصيلية وتحديد مراحل تنفيذ المشروع. • تقديم تقارير دورية حول التقدم فى التنفيذ الى الأمانة الفنية بجامعة الدول العربية. • التنسيق بين الإدارات العربية الأخرى والجهات العربية والدولية ذات العلاقة التى أبدت رغبتها فى المساهمة فى نفس المشروع.

  4. EGYPT ICT INDICATORS PROJECT

  5. Objectives • Establish information society indicators. • Capacity building to facilitate measuring ICT indicators. • Comparing Rural-Urban areas in Egypt. • Comparing with other countries for benchmarking. • Availing the updated Egypt’s ICT indicators to national and international users.

  7. Methodology • The project depended on mixes of qualitative and quantitative methodologies focusing on: • Hard data: collected by MCIT and NTRA • Soft data: collected by CAPMAS through surveys • The project data collection covered 26 governorates plus Luxor city.

Methodology • Data collection and quality controls • Started by training the collectors. • Several reviewing steps are applied in both the field and desk work to ensure the quality control of the data. • Data Analysis • The analysts used different statistical and software packages in data processing to ensure the validation of the data. • Output: • A committee from (CAPMAS, MCIT & ITIDA) to review the surveys' outputs through different mechanisms before publishing the results on the portal.

Project PhasesPhase One (2005) • Defining ICT Indicators& Questionnaires Design : • 224 ICT Indicators definitions from ITU & World Bank and Partnership Measurement. • Sampling Designing : Households Governmental sector Enterprises Public Sector 21000 Participants 1000 Entities 1500 Entities 3500 Entities

Phase Two (2006) • Reviewing Forms • ICT Companies survey (ITIDA in cooperation with UNCTAD) • Household survey (eliminating unnecessary questions) • Adding new Sector based Indicators • ICT in Education (Quality of Education Indicators) • ICT in Business sector • Sample Size Increase • Household: 42,000 Participants • Enterprises & Government: 17,000 Entities • Increase of Call Centers Role

Outputs • ICT Indicators Book • ICT Indicators Portal http://icti.linkdev.com • The aim of the portal is: “To be the main Hub for providing accurate & timely ICT indicators in Egypt “ • Main beneficiaries: • Policy makers • International organizations • Researchers & Academia • Media • Investors • Policy makers

  13. Outputs • Data: • Hard Data: Since 2000 till May 2007. • Soft Data: The output of the 1st phase of the project 2005/2006 while for 2006/2007 it is still in the validation phase.

  14. Output • Indicators uploaded till now: • 1st Phase: 80 out of 180, classified as below:

Lessons Learned • Ensuring the mapping of fields in forms with international Indicators • Increasing cross checking samples based on different data collection mechanism (Call Centers output vs. Field surveying) • Developing data verification techniques to eliminate inconsistencies to ensure data integrity • Identifying the need of a centralized platform (Portal) to share, update & publish ICT Indicators among data owners and then to beneficiaries locally & internationally.

  16. Questions NEED Answers • Reliable Representative Sampling Size to be used in different Surveys: Household, Businesses, ICT trade? • What’s next after Partnership Measurements? • New Mechanisms for Validation?
