  1. 1% MI-AccessProficiency Cap Exception Application Window How to Submit Using the Secure Site

The federal rules permit up to 1% of enrolled students in each grade assessed, who participated in an alternate assessment, and surpassed or attained the performance standard, to be counted as "proficient" for accountability purposes. • The 1% cap is computed by taking no more than one percent of the district headcount enrollment (Fall 2013 for grades 3-9 and Spring 2014 for grade 11) at the grade levels in which students are assessed by content area in the state assessment system • The federal rules require that school districts apply for state approval of an exception in cases where the district wishes to exceed the 1% cap at the district level. District has 1000 students enrolled in grades 3 through 8 and 11. • For the READING content area proficiency cap:1% of 1000 students = 10 studentsThis means 10 MI-Access students (that scored a performance level of 1 or 2) are able to count as proficient toward scorecard districtwide already, WITHOUT EXCEEDING THE 1% CAP. • District assesses 20 students in with MI-Access. • District applies and gets approved for 1% cap exception.APPLICATION WINDOW CURRENTLY OPEN UNTIL 5/2/14 AT 5:00 PM! • District appeals during preliminary scorecard window to have 1% cap exception applied. • If relevant, additional 1% is applied to set cap at 20 students. 1% cap = 10 students, additional 1% = 10 students for a total allowable of 20 students. Say, all 20 students are proficient on MI-Access: all 20 are now able to count as proficient on the scorecard. Example calculation of the 1% cap

The list of districts with already approved applications from the previous two years can be found at the following link:http://www.michigan.gov/documents/mde/Current_Approved_1_Percent_Applications_388554_7.pdf • Districts with a 1% waiver expiration date listed as 9/1/2014 are already approved to be able to request the 1% cap exception during the appropriate preliminary scorecard window . These districts will need to apply during the next winter’s 1% cap exception application window to renew their 1% cap exception application. • Districts with currently approved applications on file and those who submit during the current window and are approved will STILL NEED to appeal during the appropriate preliminary scorecard window to have the 1% cap exception applied. If your district already has a 1% cap exception application expiring 9/1/14 or later would like to REAPPLY early, the Secure Site will NOT permit you to submit an a new application. • Instead, you will need fill out the paper version of the application and mail it in to the address listed on it. • Otherwise, your district will be able to request 1% appeals for the 2013-14 preliminary scorecards ALREADY and next winter, your district can then reapply for the 1% cap exception waiver to reactivate your waiver status. • Paper applications can be downloaded here: http://www.mi.gov/documents/mde/2014_1_Cap_Application-PaperVersion_449052_7.pdf SPECIAL NOTE FOR DISTRICTS WITH UNEXPIRED 1% CAP EXCEPTION APPLICATIONS

STEP 1: District has near or over 1% percent of the district headcount enrollment (Fall 2013 for grades 3-9 and Spring 2014 for grade 11) at the grade levels in which students are assessed by content area that take the MI-Access (P, SI, FI). STEP 2: District applies for winter 1% MI-Access Proficiency Cap Exception. APPLICATION WINDOW CURRENTLY OPEN UNTIL 5/2/14 AT 5:00 PM! STEP 3: Application is reviewed by MDE staff and approved or denied. STEP 4: Preliminary scorecard window opens in Secure Site. STEP 5: Students with Disabilities subgroup fails to meet proficiency target due to 1% cap on preliminary scorecard. STEP 6: District appeals preliminary scorecard requesting that the 1% cap exception be applied. STEP 7: MDE staff reviews scorecard appeal and verifies that exceeding cap is necessary for subgroup. If so, 1% cap exception is applied to have subgroup meet proficiency target. How it works

  7. STEP 1: Login to Secure Siteat https://baa.state.mi.us/BAASecure/ • Must be authorized to view scorecards to be able to apply for cap exception. • STEP 2: Go to “Scorecard” menu option and choose “Scorecard” item in submenu. How to apply on the secure site

  10. STEP 5: Scroll to bottom of District Scorecard Summary page and click “Apply for 1% Cap Waiver” button. • This button will NOT appear if you are viewing a school scorecard summary page. How to apply on the secure site (CONTINUED)

  11. STEP 6: Complete highlighted fields and provide any relevant information that suggests your district might need to exceed the 1% cap. CLICK SUBMIT WHEN YOU ARE FINISHED! How to apply

STEP 7: Once your application is submitted, you can view and update your application by clicking the “Scorecard” menu item and then “View/Update 1% Cap Waiver.” • This screen will display any submitted waiver applications and their statuses. • NOTE: Districts with already approved applications from the previous two winters will see a submitted and approved application from that time.   13. STEP 8: Review application status from the “Status” column. View submitted application from the “View Report” column. • Clicking “View Waiver” will allow you to see submitted application details and edit/resubmit existing application. • NOTE: Districts with already approved applications from the previous two winters will see a submitted and approved application from that time.
