Political Background • Directive of the European Parliament and of the Council on Occurrence Reporting in Civil Aviation • Proposed by DG-TREN • Adopted by the European Commission in December 2000 • Supported by the European Parliament subject to minor amendments in June 2001 • Common Position of the Council in 2002 • Approved in 2003 • Actions • Setting up of National Mandatory Occurrence Reporting Systems • Managed by an impartial body • Occurrences stored in a data base using a common compatible software (ECCAIRS)

Aim • Integration of data at EU level • Incompatible data can be integrated • EU wide standards for data collection • Harmonised tools • Collect and share occurrence information • Perform daily statistics • More advanced analysis tools if required • Collaborative network of EU authorities: ECCAIRS • Not just a software • Not just a centralised database • A shackle of a long chain • A coordinated network • Subsidiarity
