DfE/ACE Music Education Hubs Background / Latest News • The unveiling of a nationwide network of 122 music education hubs marks a “significant shift” in the way music education is delivered. • The hubs will cater for children aged 5 to 18 and are intended to bring together schools, professional music organisations, higher and further education and others to create “joined-up music education provision” for young people.

DfE/ACE Music Education Hubs Background / Latest News • Last year, the government cut funding for music services from £82.5 million to £58 million with much of this funding allocated to the establishment of the area-wide music hubs. • The hubs will be in place from August in order to deliver activity from September and the plan means that the majority of children who learn instruments in school will do so through the hubs (Whole Class & Group/Individual).

  4. Merton Music Education Hub Good news for Merton • On 4 May 2012, Arts Council England (ACE) informed Merton Music Foundation that it would part of the network of 122 music education hubs that will play a key role in ensuring that every child has the opportunity to experience a high quality music education. • The indicative amount of funding allocated to Merton for September 2012 – March 2015 is £491,405. (19% down) • Future funding from ACE/DfE is dependent on performance of the Hub and commitment from schools, the local authority and other key partners.

  5. Merton Music Education Hub To be completed by 1st August • ACE will require a detailed business plan through to March 2015, which must include an audit of local needs, objectives, details of delivery of core and extension roles, budgets, income sources and any skills gaps identified and how they will be addressed. • They will also require partnership agreements with all partners involved in delivering the core roles of the Music Education Hub.

MME Hub: Schools Forum Support SCHOOLS FORUM PLEDGE: To provide funding of £46K to support targeted development of the National Plan for Music Education’s Core activities in schools: • PROGRESSION - Ensure that clear progression routes are available and affordable to all young people. [Funding will be used to reduce the cost of group tuition enabling increased numbers of children to progress from ‘First Access’ programmesto group tuition provision provided by MMF (5-18 provision)] • ENSEMBLES - Provide opportunities to play in ensembles and to perform from an early stage. (Transition development) [Funding will be used to develop new and expand existing ensemble provision in the Borough (5-18 provision)] • To provide representatives to serve on the proposed Music Education Hub Stakeholder Group. [3? Primary Headteachers, Special School Headteacher and Secondary Headteacher]

  7. MME Hub Developments… This is the first of a series of briefing meetings for key partners so that all the requirements of the new Merton Music Education Hub can be fully explained, including the setting up of the Hub Board and its terms of reference. Partnership / planning meetings are also being held with: Local • Polka Theatre • Teaching Schools Initiative • Wimbledon Civic Theatre Trust • Wimbledon Music Festival

MME Hub Developments… Regional / National • Charanga Music (Digital learning partner) • Mayor’s Fund for Young Musicians • Orchestra of the Age of Enlightenment • Sound Connections • Voice Foundation and Sing Up (National Singing Partners) This will culminate in the official launch of the Merton Music Education Hub on 25 September 2012.

MME Hub Developments… There are 3 CORE projects currently being setup for the Hub: • Secondary singing project as part of Wimbledon Music Festival (In answer to concerns identified by the recent Ofsted Subject Report) (6 out of 8 secondary schools already signed up) • Primary and Secondary ‘Music is for Life’ project culminating in an event at the Royal Albert Hall in April 2013. Expected to involve 1500 children from at least 50% of Merton schools. (Various partners involved)

MME Hub Developments… • Access to a National Digital Learning Project (Primary / Secondary support - In answer to recent concerns regarding the use of IT in the curriculum) Aim: To harness the potential of modern online digital learning to engage pupils, extend learning beyond lessons, and provide a learning environment that makes the most of their natural inquisitiveness”. Charanga Music

MME Hub Developments… Other projects currently being considered by MMF as the Lead Hub Partner: • In Harmony • SistemaEngland “An on-going programme which offers children from deprived communities in England the opportunity to achieve their full potential using the power of music through the symphony orchestra to have a positive impact on their communities.” In Harmony
