Summary of Services The Police Department provides service to the citizens of the City by utilizing an approach which addresses the causes of crime, encourages community participation, and makes better use of existing resources. This approach combines the core values of Community Oriented Policing and Intelligence Led Policing. The Department consists of three distinct bureaus: Field Operations, Investigations, and Support Services Bureau. àSupport Services Bureau governs the general administration of the Police Department. àInvestigations Bureau conducts Criminal and Narcotic Investigations; àField Operations Bureau manages Patrol, Community Response, Support Services, and Traffic

  8. Community Outreach The Department has expanded community outreach efforts to ensure positive relationships between the citizens and officers from WPB. Annually, officers dedicate thousands of hours of volunteer and directed programing to strengthen the partnerships we have throughout the City and to improve community relations while providing the highest level of service. The Department commits to our core values: P.R.I.D.E. (Professionalism, Respect, Integrity, Dedication, and Excellence). Cops and Scholars G.R.E.A.T.   9. 2018 Projects/Initiatives Real Time Crime Center (RTCC) • This was our premier accomplishment this year. Our Department conducted extensive research and made site visits to several other law enforcement agencies in order to develop a center based on nationwide best practices for technology and policing strategies. The technology programs acquired for the RTCC include Shot Spotter, License Plate Readers (LPR), and Live Earth. This center is the hub of intelligence gathering critical to our crime reduction efforts and allows for real time enforcement based on real time actionable intelligence. Equipment Upgrades • This year every officer had new a computer issued to them. This allowed for more efficient policing in the field. We issued outer ballistic vest carriers to enhance our officers’ performance in the South Florida heat. Finally, rifle rated equipment was issued to officers in order to increase their safety when responding to incidences involving armed assailants. Coverage at Palm Beach County Schools • The Marjory Stoneman Douglass Act requires armed security at every school. We partnered with the School Board of Palm Beach County by assigning officers to five elementary schools in the City. This program increased safety on the campuses in the City and had an additional benefit of creating positive interactions between the police and children. We also assigned a detective to the PBSO Behavioral Services Division whose purpose is to conduct threat assessments and coordinate appropriate services in order to prevent future harm. Vision ZERO • The City adopted Vision Zero with a goal of reaching zero traffic fatalities. The Police Department partners with other City Departments in this program. We provide statistics from previous years and conduct analysis in order to develop strategies for where and when traffic changes are necessary. The three pillars of this program are Engineering, Education, and Enforcement. This program is consistent with the one of the Police Department’s strategic goals, Traffic Crash Reduction. SmartWater CSI • This past year we examined our reported burglaries to identify areas that had higher incidents. Our Crime Prevention Unit scheduled home owner association meetings in those areas in order to conduct training and issue SmartWater CSI kits to residents. The kits contain liquid that has a unique chemical makeup that can be identified on recovered stolen property. SmartWater CSI program signs were strategically placed on thoroughfares in affected neighborhoods to create additional deterrence for burglars. We will conduct follow up analysis to determine the effectiveness of this program.

  10. 2019 Planned Projects Citywide Camera Upgrade • In phase two of our R.T.C.C. we are working with other City Departments to identify areas of the City where upgrading or adding cameras will be most beneficial to the safety of residents and visitors. Homelessness Taskforce • As a result of the 2018, Homeless Task Force chaired by the Housing and Community Development Department (HCDD) to address concerns about the homeless population, the Department is taking a broad approach and working with the HCDD. We have a team of officers who help identify the chronic homeless and request additional resources from other entities in circumstances when someone does not meet the criteria for arrest or Baker Act. We have officers assigned, full time, to this initiative. R.E.C.A.P. • Based on a program in Las Vegas, this program fosters better police and community relations, particularly during incidents of gun violence resulting in serious injury or death. The Department will help establish a self contained team of trained civilians who are predominantly faith based to respond to locations of these critical incidents. Their purpose is to act as a liaison between the police and citizens, attempt to gather additional information about the crime over the next 72-hours and to establish long term relations with those most impacted by violence by facilitating the proper victim resources for the family. Employee Wellness Program • We are committed to providing a network of peers and professionals for employees who often witness or are involved in stressful or traumatic events. The Department is developing a new, formalized program to provide support to Department members in time of need.
