  2. Unsportsmanlike ActsSpecifically Include • Abusive, threatening, or obscene language or gestures • Acts that provoke ill will or are demeaning • Pointing at an opponent • Imitating the slashing of a throat • Taunting, baiting, ridiculing an opponent • Inciting an opponent or spectators

  3. Simulating firing a weapon • Hand to the ear to request recognition • Delayed, excessive, prolonged or choreographed acts to focus attention on oneself • Altering stride near the goal line • Diving into the end zone • Punching one’s chest or crossing arms while standing over an opponent • Going into the stands, bowing at the waist

  4. After a score, or any other play: • Kicking, throwing, spinning the ball • Spiking the ball • Carrying the ball off the field or any distance that delays the game

  5. Two (Fairly) Recent Rule Changes • 2011: Live-ball enforcement for unsportsmanlike fouls • 2013: Dead-ball contact fouls that are not part of the game action

Live-Ball Enforcement9-2-1 PENALTY • Administered as either live-ball or dead-ball fouls depending on when they occur. • Auto 1st Down if by Team B. • Live-ball fouls: • By players: 15 yards (3 &1 administration). • By non-players: 15 yards from succeeding spot. • All dead-ball fouls: succeeding spot.

  7. 2 0 1 0 A.R. 9-2-1 II A88 catches a pass at the 18 and “goose steps” from the 10 into the end zone. QB 3rd & 15 at the B 20. RULING: Live-ball unsportsmanlike. 15 yards, spot of the foul. A’s ball 3rd and 20 at the 25.

  8. A.R. 9-2-1 III RULING: Live-ball unsportsmanlike. 15 yards, spot of the foul. A’s ball 2nd and 10 at the 45. 2nd & 5 at the B 40. A22 takes backward pass and heads for the end zone. X Guard A66 blocks opponent to the ground, and, when A22 is at the 10, stands over him taunting at the B30.

  9. A.R. 9-2-1 IV A88 catches a pass at the 18 and very near the goal line, dives into the end zone. No team B player within 10 yards. FJ is uncertain exactly where 88 started his dive. QB 3rd & 15 at the B 20. RULING: Unsportsmanlike conduct. Administer as a dead-ball foul. Penalty Enforced on try or succeeding kickoff.

  10. A.R. 9-2-1 VI RULING: Live-ball unsportsmanlike. Penalty is enforced on either the try or succeeding kickoff. 1st & 10 at the 50. A44 takes pitch and races into the end zone. LJ flags linebacker B57 for yelling obscenities that he was held.

  11. A.R. 9-2-1 VII QB A12 is sacked for a 10 yard loss by B77. B77 stands over A12 taunting and beating his chest. QB 3rd & 15 at the A45. RULING: Dead-ball unsportsmanlike. 15 yards from succeeding spot (A’s 35 yard line), automatic 1st down. A’s ball 1st & 10 at the 50.

  12. A.R. 9-2-1 VIII RULING: Unsportsmanlike foul committed by a non-player. Administer as a dead-ball foul. Touchdown counts and penalty is enforced on either the try or succeeding kickoff. Team A passes. Safety B33 intercepts a pass at the B10 and returns for a touchdown. LJ runs into coach on the field Near the B 40 while the ball is alive. X

  13. Dead-Ball Contact FoulsNot a Part of the Game Action • 9-2-1-a-j: Dead-ball contact fouls such as pushing, shoving, striking, etc. that occur clearly after the ball is dead and that are not part of the game action

  14. A.R. 9-2-1-X • After the ball carrier is tackled, A55 and B73 engage in a scuffle such that officials have to separate them and throw flags. • RULING: Offsetting dead-ball fouls. Each player is also charged with an unsportsmanlike conduct foul which counts toward the two such fouls leading to automatic disqualification.

  15. Important Because • 9-2-6-a: Any player or identified squad member in uniform who commits two unsportsmanlike conduct fouls in the same game shall be disqualified.
