  3. I The Hapsburg (Austrian) Empire Declines • A. Austria Faces Change 1. Congress of Vienna – upheld conservative goals against liberal forces. a) Gov. limited industrial development B. A multinational Empire 1. Hapsburgs governed a multinational empire a) Hapsburgs ignored nationalists demands b) revolts broke out in 1848 the gov. crushed them C. Francis Joseph granted limited reforms 1. Granted a new constitution

Germany encouraged Austria due to it’s important location the Mediterranean. 4. The people fought among themselves 5. By the 1900’s the area was referred to as the “Balkan power keg.”
