The ItalianCooperation • Italy has a specific legislation on International Development Cooperation. • The Directorate General for Development Cooperation has been established in 1987 within the Ministry of Foreign Affairs. • The field network has been organized through specific offices (UTL) in the priority countries. • The Italian Cooperation is very active in many countries where the need arrises.
Millenium Development Goals - MDGs • ItalyhasendorsedMilleniumgoalsconfirmed by the High Level Plenary Meeting. • The ItalianCooperationwill continue to supportactivitieswhichwillachieveMDGsbased on individualrights.
The Peer Review • Was held in 2009. • In the past years, Cooperation tends more towards the activities rationalization and efficiency. • All actions undertaken by the Italian Cooperation emerged from major international debates.
Financial support • Ministry of Foreign Affairs (MoFA) has continued the reduction of funds in the three-year budgetary planning. • Reduction does not mean disengagement. • In next three years Italy will fulfil the commitements taken in terms of aid effectiveness. • MoFA has selected a limited number of priority countries.
DelegatedCooperation • Activities delineated by the "EU Code of Conduct on Complementarity and Division of Labour in Development Policy“. • Italy has initiated the process of access to the modality of Indirect Centralized Management.
Directorate General for Development Cooperation - DGDC • Development Cooperation makes an integral part of Italy’s foreign policy. • Within DGDC there is a new office for monitoring of the aspects related to strategies and policies of EU development cooperation.
Priority areas for action • Agriculture and Food Security. • Human development, with particular reference to health and education / training. • Governance and civil society, with regard to aid for trade and e-Government and for information and communication technology (ICT). • Support for endogenous, inclusive and sustainable development, within the private sector. • Environment, land and natural resource management, with particular attention to water and mitigation.
Priority areas for action • Multisectorial initiatives: empowerment of women, vulnerable groups (children and disabled persons), cultural heritage and cultural dimension of development. • Gender equality and the empowerment of women. • Social inclusion of disabled persons.
Geographical Area • The priority countries of the region are: Albania, Serbia, Bosnia and Herzegovina. • In Balkans there are 2 offices: Tirana and Belgrade. • Office in Belgrade has regional competencies over: Serbia, Bosnia and Herzegovina, Kosovo and Montenegro.
The ItalianCooperation in Balkans • Emphasis put on actions in support of the private sector and entrepreneurship and institutional building. • New initiatives in Bosnia and Herzegovina are possible, in accordance with resources available.
