  7. Reducing the Burden on the Dismounted Soldier

  8. Centre For Defence Enterprise • Gateway for new ideas. • Fund proof-of-concept and seed-corn • Pull-through to demonstration and equipment programme • Access to wider MOD support • Online submission. • Decisions/feedback 15 days after monthly cut-off. • Seminars • 4th Thurs every month • Discuss issues, access to experts

  9. Benefits of CDE • To MOD • Attracts innovative civil technologies to defence • Provides internal and external challenge and stimulus • Widens the MOD supplier base • Provide opportunities for military end users to become directly engaged in science and technology • Increases the potential for shared funding of research • Delivers innovative capability to UK Forces

  10. Benefits of CDE • To Suppliers • A route into the Defence market • Access to research contracts • Rapid response to proposals • Provides potential to: • Widen customer base • Increase market awareness of capability • Attract additional funding • Clear and simple contract T&Cs and IP agreements • Visibility of MOD requirements and challenges • Advice and encouragement

  11. Centre for Defence Enterprise – First 2 years • Over 1100 CDE accounts opened to date – single and multi-user • Received over 1120 open and themed call proposals • Over 90% of proposals assessed within 15 working days • Funded approximately 15% open innovation proposals • Funded approximately 25-30 % themed call proposals • About 60% of funded proposals placed with SMEs • Many funded proposals placed with organisations new to Defence

  15. Why Harwell? • Not an MOD site • Accessible • User friendly • Presents a positive image • …………………..and the catering is good!

  16. Centre Surgeries & Seminars “Taking the future….. ………to the front line”

  17. One – to – One Surgeries • Surgeries held every 2nd Tuesday of the month • Companies register via our events page • Submit a quad chart for assessment • One page overview of your innovation with 4 quadrants • Operational capability • Technical approach • Costs & timescales • Company description • Surgeries last 30 minutes • If no quad chart no surgery • Not for products already on the market • April surgery fully booked

  18. CDE Seminars • Bring scientists, technologists, innovators and users together to understand operational contexts and to discuss radically different technical opportunities. • Open eyes on what is possible, challenge underlying science, push applications to the limits. • Discuss how problems have been solved in non-defence contexts, explore non-defence ideas, and engage people/disciplines not traditionally involved in defence. • Glimpse into future technologies and explore how they can be integrated into defence today – fast.

  19. CDE Seminar Programme • Support to Operations – 23rd March (Birmingham) • Influence Through Cyber Space – 22nd April (Harwell) • MOD – Open to Innovation – 29th April (Edinburgh) • EOD Search – 13th May (Harwell) • CDE Seminar with BAE – 27th May (Loughborough)

  20. CDE Drumbeat • Thursdays: • Week 1 – Cut off for proposals 9 am on Thurs. • Week 2 – One to One Surgeries (Tuesday) • Week 3 – Decision day • Week 4 – Workshop • Proposals: • Focus on key points. 23. Read available information. • Including CDE manuals...

  24. Performance and Assessment Framework • Applies to new, active and completing work. • Four metrics: • Operational relevance. • Likelihood of exploitation. • Builds critical technology capability for future UK needs • Scientific quality and innovation. • Each marked on scale 1-4, with 5th metric for scientific and technological risk • Will provide benchmarks/thresholds for new work and for stopping current work.

  25. Guidance on value of proposals • Based on feedback asking for clarification, this list gives guidelines below on what we expect from proposals . These guidelines are not prescriptive, and we are open to proposals outside or in between the ranges below. • £0-£30,000 - Simple test and evaluation or proof of principle demonstration • £0-£100,000 - Initial feasibility investigation or proof of concept work. We expect a phased programme with at least one review point. • £100,000 - £250,000 - Technology growth/development. We expect a phased programme with at least one review point. • £250,000 - £1,000,000 - Technology application/demonstration. We expect a phased programme with a number of review points. • £0 - £120,000 - University research funding. For larger financial values, we expect a phased programme with at least one review point.

  28. Proposal Hints • Identify the innovation • One step at a time • Plan tangible deliverables • Implications to exploitation route • Clearly identify IPR ownership • Identify subcontractor relationship • Make reasonable demands for Government equipment
