Introduction to NHS LPP • LPP is a membership organisation, founded and funded by NHS organisations • We operates across 6 workstreams including Agency, Estates & Facilities, Medical, Surgical & Supply Chain, Pharmacy, Professional Services and Technology • Within the Estates and Facilities workstream we are currently operating 4 LPP frameworks (for Transport, Waste , Soft FM and Voltage Optimisation), as well as supporting mini competitions under 2 national frameworks (BEaMs and Uniforms)

The Buildings and FM professional services frameworks • LPP has identified demand from member trusts for a framework of building related professional services suppliers which would provide access to small, medium and large suppliers for a variety of project sizes • LPP has worked with a number of London trusts to define the scope of services and develop a suitable structure for these services • The LPP steering board approved this project in December and work has already commenced • We released two OJEU notices in early February and we hope to deliver two complementary frameworks in June ’14 • We are working with Constructionline, who have a membership of over 18,000 pre-approved construction-related suppliers. We are utilising their PQQ to assess all bidders and encourage membership of Constructionline • After go live, Constructionline can provide ongoing monitoring of framework suppliers’ financials and accreditations, where those suppliers are members

The opportunity for your trust • These frameworks would provide a compliant and easy route to market for projects requiring professional services up to a value of £5m • The frameworks can be accessed via call-off or via mini competition, depending on the complexity of your requirements. Cost savings may be possible via mini-comp, with framework day rates as ceiling prices • We are focussing on attracting a range of supplier sizes with experience of delivering quality to the NHS • A multi discipline lot can be used to procure a managed service, or tenders can be run for individual services, eg: to supplement internal delivery • Limited subsequent works can be procured via the frameworks • You are also invited to become part of our project group of trust representatives to support key stages of building and mobilising this framework (2-3 meetings only)

The services to be included in the framework • Rather than being prescriptive as to the specification of each service, the framework will provide a flexible structure under which trusts can define their requirements and approach the framework suppliers • We hope to work with the BIM Task Force, given the requirement for the adoption of Building Information Modelling (BIM) from 2016, and RIBA regarding their 8 stage Plan of Work 2013

  7. Building and FM Professional Services Framework- based on two complementary frameworks providing a wide range of professional services through a single service offering to LPP members 1. Building Services 2. Advisory Services Suppliers awarded onto each lot must be able to provide the full range of services within that lot*. No significant subcontracting is allowed in Lots 2-9. Suppliers can bid for a maximum of 2 lots, eg: Lot 1 and Lot 3. Up to 7 suppliers to be awarded onto each lot. An unlimited number of suppliers will be awarded onto each lot to create a catalogue of suppliers who can provide some/ all services per lot*. Subcontracting is allowed. Lot A. Environ-mental Management & Sustainability Specialist Services Lot B. Health, Safety & Statutory Compliance Lot C. Strategic Consultancy & Health Planning Lot 1. Multi Discipline, including the services within lots 2 - 9 Lot 2. Architectural Services Lot 3. Building Surveying Services & Condition Reporting Lot 4. CDMC Lot 5. Civil & Structural Engineering Services Lot 6. Cost Advisor Lot 7. Ground Works Lot 8. Mechanical & Electrical Engineering Services Lot 9. Environ-mental Management & Sustainability Specialist Services Lot B. Health, Safety & Statutory Compliance Lot C. Strategic Consultancy & Health Planning Supplier Selection from either framework: Trusts may select a supplier either by calling- off a contract with the “best” supplier or by running a mini competition to select the “best” supplier for their requirements. A schedule of rates will allow price comparison, which alongside availability, quality and/or capability could determine the “best” supplier from whom to call- off. Where the best supplier cannot be determined, a mini competition process can be run against specific requirements, allowing pricing in the schedule of rates to be reduced. Subsequent Works Limits**: Financial Cap: For example 25% of the original project cost, or £30k, whichever is the greater And Work descriptor break: where the subsequent works required are of a size and nature that can be reasonably carried out by the original supplier

Next steps • Consider membership of the framework project group • Request your existing suppliers bid for the framework and attend the Supplier Conference on 26th Feb at St Thomas’ • Support LPP at the Supplier Conference – demonstrating trust commitment to the framework will increase supplier participation
