The San Joaquin Valley (SJV) is facing rapid population growth, projected to expand from 3.3 million to 9.4 million by 2050. This report outlines essential transportation concepts and interregional collaboration strategies, including service recommendations for express transit, rail, and bus services connecting SJV with neighboring regions. It emphasizes the importance of addressing outdated regional boundaries in regional transportation plans (RTP) and the need for cooperation among multiple MPOs to tackle shared challenges. Lessons learned highlight the necessity of integrated planning for sustainable transit solutions.

Lessons Learned for RTP & SB 375 • Existing regional (MPO) boundaries are “dated”; Plans assuming current boundaries will be flawed • Regions have significant impacts and implications beyond current boundaries • RTPs should evaluate these impacts • Neighboring MPOs must collaborate on “shared” solutions to “shared” problems; • These solutions/policies/projects/programs must be included in the SB 375 versions of the RTP • Conflict resolution process is inevitable!
