  1. Hard Chrome Alternatives Team Joint Group on Pollution Prevention Propulsion Environmental Working Group PROGRAM REVIEW MEETING 28-30 August 2001 Toronto, Canada

  2. Acknowledgments -Principal HCAT Program Sponsors • Department of Defense Environmental Security Technology Certification Program • Department of Defense Joint Group on Pollution Prevention • Department of Defense Propulsion Environmental Working Group

  3. Sustainability and Maintenance Activities • Concept of sustainability means minimization of the use of natural resources and the generation of waste • All maintenance actions require utilization of natural resources (raw materials for replacement parts, non-renewable energy for repair, materials for coating, welding, machining, etc.) and generation of industrial or hazardous waste (cutting fluids, aqueous waste from plating and machining, contaminated solvents, oily rags, vapors) • The extent to which maintenance actions can be reduced through localized rather than general repair and/or brought closer to operational location of platform enhances sustainability • Beyond maintenance actions, there are also many components that have no repair options and thus are discarded, generating waste and requiring spare part availability

  4. Current Status of Military Aircraft • In AF, current overall average age of 6,300 aircraft is 22 years (fighters 14 yrs., bombers 24 yrs., airlift 25 years, tankers 38 yrs.) and expected to grow to 30 years by 2020 • Adm. Blair, CINCPAC, recently testified to Congress that his command would need several hundred million dollars in supplemental funding primarily to address shortages of depot-level parts for aging aircraft • In FY2001, AF added $1 billion to its budget for “repairable” parts and has requested additional $1.1 billion for FY2002 • Many times, part needed for repair is not in stock and must be cannibalized from other aircraft or wait for rebuilt part from depot; many suppliers no longer make repair parts • Repairing engine components makes up half of increased cost, with F-15 responsible for $258 million in increase

  5. Surface Engineering • Surface engineering technologies, selected based on performance and ability to be implemented, can impact both sustainability, cost and readiness • The projects being executed by the HCAT in partnership with JG-PP, PEWG and the services represent the ideal for pollution-prevention-related dem/val, namely the marriage of environmental benefit with total cost reduction and readiness enhancement

  6. Hard Chrome PlatingReplacement Projects • Landing Gear (HCAT, C-HCAT, JG-PP, Air Force, Navy, OEMs) • Propeller Hubs (HCAT, JG-PP, Air Force, Navy, OEM) • Gas Turbine Engines (HCAT, PEWG, Air Force, Navy, OEMs) • Hydraulic Actuators (HCAT, JG-PP, Air Force, Navy, OEMs) • Helicopter Dynamic Components (HCAT, JG-PP, Navy, Army, OEMs)

  7. Next HCAT Meeting 5-7 March 2002 Jacksonville, Florida Will include tour of Naval Aviation Depot Hotel information will be sent to HCAT Distribution List in September 2001
