Key recommendation: Collections Service Center • Centralize non-tax collections from all agencies into a Collections Service Center, delivered in a managed services model • Eliminate inefficiency • Increase collections through better tools, application of best collections practices, economies of scale • Allow agencies to focus limited resources on core missions • Collections Service Center will be a full service center to which agencies would refer all of their delinquent debt, once it is determined to be valid • Administratively house it in the Finance Secretariat to give visibility and strong financial management approach

In summary • By establishing a centralized Collections Service Center through a managed service, the Commonwealth can have access to new technology, best management practices, economies of scale to increase efficiency and effectiveness • Estimates show an additional $50-100M in non-tax debt recovery over ten years • CGI stands ready to assist
