  2. Understanding the new GP contract • Individual practice level and neighbourhood level requirements. • Practice participation in Network DES is optional however total coverage for patient population is required. • Collective performance measures. • Five additional roles.

Primary Care Networks/Neighbourhoods • Practices invited to sign up to Network Contract DES by 31st March • CCG must appoint a provider where any practices choose not to sign up to ensure total coverage of patient population by 1st July • Network Agreement • Network Protocols • Clinical Director • Named Contractual Lead (administrative) • Collective performance measures linked to Network Financial Entitlement

  4. Where does PCS fit in? PCS can: • support clinical leadership across neighbourhoods. • reduce administrative burden and improve compliance through a collective solution. • support practices to gain maximum financial entitlement. • provide a workforce at scale for the five additional roles. • develop the network and support moving forward.

What has PCS done for neighbourhoods? • Our Neighbourhood Framework has allowed practices to work together to develop new roles e.g. physios, pharmacists, mental health workers. • Attracted resource into practices whilst carrying the risks of employing staff or holding contracts on their behalf e.g. PMCF, Clinical Pharmacists in General Practice. • Network DES presents a real opportunity for even greater benefit, with urgent and elective care services being provided with and through the networks.

  7. What can PCS offer? • Support with understanding the Network DES and signing up. • Review and align Network agreements with existing neighbourhood agreements and neighbourhood delivery models. • Recruitment process and peer support for Clinical Directors (link to PCS Neighbourhood Steering Committee). • Named contractual lead on behalf of network – value for money, economies of scale, take on administrative burden. • Clear framework and system for developing, reviewing and maintaining Network Protocols. • Co-ordinate collation, analysis and submission of returns on behalf of networks to maximise financial entitlement . • Hold agreement on behalf of practices choosing not to sign the Network DES. • Recruitment, employment and support of additional roles for networks, ensuring local ownership at practice level for delivery of clinical services. • Opportunities to be part of ‘test bed’ and integral to testing new models of care.
