IST: Engineering School of UTL • 10 departments • ~38 Research Centers • 22 engineering programs (5 years) • ~ 8500 students • ~1445 new entrants/year • ~ 880 engineers/year • 26 M.Sc programs (2 years) • ~ 700+200 students • ~ 320 new entrants/year • ~ 140 thesis/year • 20 PhD fields • ~ 620 students • ~ 90 doctorates/year ~830 FTE faculty 80% PhD´s What are we discussing? ...a post-grad research and education area, facing technology, policy and management, based on a M.Sc. degree within IST, involving staff from various Departments, and promoted in close interaction with IN+, one of IST´s research centers: • ~30 students/year • ~15 new entrants/year • ~10 M.Sc. thesis/year

Motivations MAIN ISSUES at launching, 1997/98: • New challenges for the 21st century:- The valorisation of the knowledge society making use of IT - From lean to agile production - The need for a clean environment - The emergence of the services…-Increasing needs to solve NON-STRUCTURED PROBLEMS • Engineering education is narrow and centered on technical competencies • Relative distance between the University programmes and the Society needs • The International experience in leading Schools: • Engineering: CMU/EPP; MIT/TPP; TUD/FTPM; … • “Policy education” in Europe: SPRU; PREST;…

The Concept Learning from leading international experiences… Policy Integrating the entire enterprise within a technological / social / economic and wealthy environment Systems Combining applications into practical systems Technology Turning science into useful applications Science Building basic knowledge … a new paradigm for University/industry partnership

  5. The context 1. To foster innovation in the current economic context, pointing out the requirements to develop knowledge policies, including the promotion of an entrepreneurial culture 2. To address the context of Portugal in Europe, fostering technology policies for inclusive development 3. To develop new competences on technology, policy and management in a traditional engineering school 4. To promote international cooperation, namely with leading engineering schools

The Challenge THE QUESTIONS in 1997/98: • How to design a University programme, which promotes the diffusion of knowledge and educates knowledgeable professionals able to solve the complex problems which are emerging with the approach of the 21st Century? Knowledge Value ? -enhanced economic wealth -shared prosperity -social and cultural enrichment Skills

Our Program • 1 Academic year: 3 terms (9 weeks/term) • S&T Policy (2 terms) • Research Methods (2 terms); Decision Analysis; Project Mgt. • Microeconomics; Economics of Innovation • Organizational Behaviour; Entrepreneurship & New Business Ventures • Information Systems; Telecom Policy • Environmental Policy • Energy Policy • Industrial Development Policies • Seminar • 1 Research thesis (up to 1 year)

  14. Our Students • 75% with work experience • Only 30% are/become full-time research students, mainly through R&D projects at IN+ • Part-time students have a difficult time! • Most of thesis from research students or consultants • Policy learning process requires time!

Decision Analysis; Project Mgt. • Microeconomics; Economics of Innovation: a new course! • Organizational Behaviour; Entrepreneurship & New Business Ventures: a new course! • Information Systems; Telecom Policy • Environmental Policy • Energy Policy • Industrial Development Policies • Seminar: helping students in the 2nd year to develop thesis
