  1. Social Fund. Replaced social fund by Discretionary Financial Assistance. LAs responsible for managing this fund LAs will be given freedom to devise there own schemes. Walsall scheme?

  2. Council Tax Support. CTB abolished from April 13. LAs given fixed amount of funding( 10% reduction) LAs to devise local scheme. Pensioners completely protected. Vulnerable groups. Local scheme to be in place by 31st January 13.

  3. Current Position. • Total case load = 35116 • Total amount paid out – £29,422,793(including preceptors) • Pensioner case load – 16251(46%) - Total amount paid £13,769,874 • Working age passported – 13405(38%) • Working age vulnerable – 1268(4%) • Working age other – 4192(12%)

  4. Options considered by the council. Pass on the £3.3 million – every one pays 22% Partially pass on £3.3million – protecting certain groups. Fully fund the £3.3 million( reflecting current scheme)

  5. Benefit Fraud Investigation DWP setting up Single fraud investigation Service(SFIS). This service will take over responsibility for Fraud investigations. Limited role for the LAs( if any). Introducing a very tough sanctions regime. Tougher admin penalties.

  6. Claims, payments and adjudication. On Line Direct to Tenants. In few cases to LLs. Paid monthly in arrears. Decisions can be revised and superseded. Tribunal.

UC Implementation Time table • April 13. • CTB abolished • Benefits cap and restriction on accommodation size. • UC pilot • October 13. • New claims from out of work claimants • April 14 • New claims from in work claimants. • April 14 to October 17. • Natural transition due to Change of Circs. • Managed transition( all benefits)
