  4. Process for creating 2013 Criteria and Breakpoints • 3 days of interdepartmental meetings in July to agree upon and set the new criteria and breakpoints

  5. Council Changes in 2013 • Minimum points needed in each category for overall gold instead of one circuit breaker • Fundraising growth is based upon exceeding prior three years’ average • Council leadership includes diversity and achieving strategic goals in board development

  6. District Changes in 2013 • Minimum points needed in each category for overall gold • New fundraising criterion for manpower • District leadership includes staffing of district operating committees

  7. Unit Changes in 2013 • New Explorer Post scorecard • ScoutStrong is now in the physical fitness criterion • Training changes now require 2/3 instead of all
