  2. Jefferson Range Jefferson Range is located in the northern portions of Big Oaks National Wildlife Refuge (BONWR), or former Jefferson Proving Grounds,  in southeastern Indiana, just north of the Ohio River Community of Madison.

  3. Jefferson Range The range is located on 1033 acres in the northern third of the old Jefferson Proving Grounds in Ripley County, Indiana. The main range buildings are located in the north-eastern corner of the complex. WISS WISS system characteristics and capabilities are: •Actuate Bomb Scoring•Variation of Weapons•Variation of Targets•Manual Scoring/Auto Scoring Capability•Night Scoring Capability•Real-Time Visual Display•Standardized Database Archival & Retrieval•Integrated Facsimile Transmission•Asynchronous Serial Output The WISS is designed to provide support to the fleet in the training of pilot and aircrews at Tactical Training Ranges (TTRs) in the delivery of airborne ordnance. The WISS is an electro-optical instrumented system designed to accurately measure the impact location of air delivered ordnance (usually bombs, rockets, or mines) with respect to the target center. The targets vary from a latitude/longitude position on water to fixed bull’s-eye, buoys, barges, and moving land targets (MLTs).

  7. The Large Scale Target Sensor System (LSTSS) is an aircrew training system that detects laser designator radiation on targets. The LSTSS consists of multiple devices and Device Controller Assemblies installed throughout the target area and linked by a radio or fiber optic channel Local Area Network (LAN). LSTSS

  10. Additional Duties assigned to the Air Force by the Memorandum of Agreement 1. Air Force shall maintain all roads, road shoulders and low water crossings, as well as associated bridges and culverts, as indicated on map. The Air Force shall take action to remove tress that fall into/onto the fence. Grass and other vegetation, located between the perimeter fence and perimeter road, shall be mowed or otherwise controlled to assure capability for visual inspection of the perimeter fence from the perimeter road; such mowing shall be done twice annually, usually in the April-June and September-October timeframes. 2. The perimeter fence shall be patrolled and inspected weekly. Inspections shall be documented to include:1) the date of inspection, 2) the name of the inspector(s), 3) a description of any damage, observed, and 4) the location of the damage.Holes in the fence large enough to permit human access, damaged gates and missing “wind chimes”of the creek barrier will be repaired within 72 hours of being documented. For every incident of damage a record shall be maintained documenting the action taken to make repairs. In extraordinary circumstances when repair will take more then 72 hours to complete (e.g. storm damage), the Air Force shall notify the Army in writing and milestones shall be given for completion of the repair. 3. All roads approaching the DU area shall be barricaded and marked with radiation warning signs. In addition the Air Force will maintain warning signs around the entire perimeter of the firing range as well as around the sub-munitions area west of Machine Gun Road and the former Open Detonation area. 4. The Air Force shall maintain the cultural resource properties of the Firing Range (i.e. four stone-arch bridges as well as the Old Timbers Lodge) in accordance with the Cultural Resources Management Plan.

  11. Jefferson Range Roads Jefferson Range has the responsibility of maintaining several miles of road. It includes both paved and gravel roads with barricades and gates to control access. Jefferson Range has approximately 17 miles of paved roads….. …and 26 miles of gravel roads plus 19 barricades and 22 gates.

  12. Range personal are also responsible for the maintenance of Old Timbers Lodge, the Oakdale School and four stone arch bridges. All are on the National Historic Register in Washington D.C. Seasonal maintenance include mowing, snow removal, bug and water proofing and cleaning.

  13. Jefferson Range has over 50 miles of fence and gates to maintain. Some of the fence is in remote locations only accessible by ATV. The fence has to be inspected weekly and all holes have to be repaired within 78 hours of discovery.The first inspection turned up 48 holes!!Most of the gates are barricaded to prevent access. At this time 6 gates are accessible with a padlock.
