Enhancing ICANN Participation: A Framework for Individual Domain Name Holders

The ALSC proposes a structured policy for ICANN decision-making that emphasizes understanding and collaboration among all stakeholders. By organizing ICANN into functional sectors representing developers, providers, and users, we aim to promote open participation while allowing individual domain name holders (IDNHs) to have a direct say in governance. Our recommendations include the election of At-Large Council members, outreach efforts through registrars, and a mechanism for structured participation that empowers users. This fair and balanced approach fosters a more inclusive internet governance framework.

  1. ALSC’s intention • Help create policy/decision-making structure/process that fosters understanding, accommodation among all interests. • ALSC believes this is the most balanced, reasonable approach currently available.

  2. Constructing Board • Recommend addressing Internet users’ interests by: • Organizing ICANN along functional lines of developers, providers and users. • Allow open participation but define electorate (At-Large members) as IDNH. • Providing At-Large members to select one-third of Board.

  3. Individual domain name holders • Useful way of identifying individuals, reaching them (initially) in decentralized way via registrars, ensuring their direct interest in Internet infrastructure. • IDNHs have a strong and tangible vested interest in ICANN activities. • Identify appropriate assistance/alternate approach for those in need.

  4. To launch AL membership • Recommend ICANN undertake an outreach effort. • Work with registrars to use domain name registration infrastructure to initially notify IDNHs, direct them toward At-Large registration website. • Give them opportunity to join, financially support ALSO.

  5. Participation and representation • ALSO framework, elections based on 6 geographic regions. • Members in each region elect 1 Director and 5 Regional Council members for 3-year terms. • Each Regional Council selects 2 members to serve on global At-Large Council. • Review after 2 elections; provides period of stability.

  6. At-Large involvement key • ALSO can strengthen link to people with demonstrated commitment to ICANN’s mission, support informed participation. • Creation of elected, geographically diverse At-Large Councils will build framework for At-Large participation, attention to users’ voices.

  7. Fair approach • Focuses on identifiable, vested community -- individuals with active interest in ICANN activities. • Provides reasonable mechanism for registration, self-funding. • Offers framework for users' structured participation. • Grants individual users proportionate responsibility for selecting Board, potentially by November 2002.

  8. Encourage continued work, comment • ALSC intends to continue to contribute to ICANN’s consideration of report. • Suggest appointment of ALSO Organizing Committee and Election Subcommittee to work with ALSC, staff and others on exploring implementation of these recommendations.
