  1. Silver Jackets Pilot Project Achievements & Interagency Perspectives on Evaluating Risk Reduction Flood Risk Management and Silver Jackets Workshop Harrisburg, PA 23 August 2012

  2. Why Silver Jackets Pilot Projects? • Demonstrate Interagency Approach • Use existing authorities • Leverage resources of multiple agencies: Fed, State, Local • Maximize return on federal investment • Evaluate Outcomes & Demonstrate Benefits of Approach • Tell the story effectively: • quantitatively andqualitatively • By individual project and by cumulative program

  3. USACE and FEMA have developed approaches for capturing and quantifying benefits of flood risk management efforts.  Both of these efforts are in their infancy.  • Question:  Which of these measures do you find the most compelling?  Why? • Question:  Which of these measures/or other measures have local or state governments, tribes or private businesses used with success to make a compelling case for investment at the local/regional/state level? • Question:  If you had $100k to spend on taking the next step to develop approaches for meaningfully quantifying FRM benefits, what would you spend it on?
