  2. 7th Framework Programme • LISBON Council (March 2000) • Most competitive and dynamic knowledge-based economy 2010 • BARCELONA Council (March 2002) • Need to boost RTD: Aim: 3% of EU GDP by 2010 (2/3 private) What’s new in FP7 ? • For the period 2006-2013 • Doubling of total FP6 budget (from 5b€ to 10 b€ per year) • Increased basic research (~ EUR 1.5 b€ per year) • Simplify procedures • Proposes Joint Technology Initiatives (JTI) FP7 Tentative timetable: • FP7 proposal of the Commission – April 2005 • FP7 adopted by Council and Parliament – summer 2006 • First calls for proposals – late 2006

Energy savings and energy efficiency Renewable electricity generation CO2 capture and storage technologies for zero emission power generation Renewable fuel production Clean coal technologies Renewables for heating and cooling Smart energy networks Knowledge for energy policy making FP 7 – Proposed Priority Topics in Energy Hydrogen and fuel cells

FP7 Proposes Concept for Joint Technology Initiative (JTI) for H2/FC • Public-Private-Partnershipwith an appropriate legal, governance and management structure – aiming also at leveraging funding from various sources • Envisages strong industrial participation in shared management of integrated RTD and demonstration activities, based on the research and deployment strategies developed in the Technology Platform • Supporting a European Research Area (ERA) • Developing outreach at international level • Capitalising on results of FP5 and FP6

  5. European Joint Technology Initiative (JTI) • Key features : • Concentrate efforts and funding from the industry, research communities with those from European, National, Regional and Local programmes in the form a Public Private Partnership • Goal-oriented approach, aimed at achieving specific targets and intermediary milestones (quality gates) • Optimal integration of research and demonstration actions, with continuous interaction to accelerate progress • Concerted effort over the whole supply chain • Driven by the industries that will have to take large-scale commercialisation decisions

Possible Content of the JTI Four broad themes: • European fuel cell development programme– focussed R&D programme with key milestones/ quality gates • Sustainable hydrogen supply programme– accelerated development of the critical technologies of hydrogen production, storage and distribution • Lighthouse demonstration programme– phased approach, with stepwise improvements in technologies and increasing number of sites and demonstrators • Market framework preparatory activities(cross-cutting)– proactively fostering business opportunities and early market applications in Europe and removing non-technical barriers
