Bidding Structure • Shipper requirements • Hub to Hub – shippers seldom trade gas at border • Each section spanning two regulatory regimes, i.e. 3 Hub to Hub components over total length of pipeline • Each assumed to be 50%/50% between regimes • Matrix Structure • Shippers indicate volume required • At each indicated price, relative to that volume • Over a number of years (annual blocks)

Shipper Profiles • Shipper A to Shipper J (10 in total) • Various types - Supplier (Large & Small), Producer, Shipper, Trader, Optimiser Large End Consumer • Provided with “profile” of requirements in each section of the pipeline • Each asked to submit bids in line with their assessment of their requirements to meet that profile

Bidding Process • Shippers provided with profile and bidding matrix • All Shippers submitted bidding sheet by R1 deadline • Bids aggregated and initial assessment and provisional outcome published • Shippers given opportunity to revise bids (R2) in light of R1 “result” • R2 aggregated and submitted to regulatory analysis

  6. Aggregation of Bidding • Bids of all Shippers aggregated and initial “clearing price step” for individual year identified • Aggregate then submitted for assessment against Regulatory and Investment criteria
