  3. Unit 007 Safeguarding the Welfare of Children and Young People Objectives 1. Identify the legislation, guidelines, policies and procedures for safeguarding the welfare of children and young people including e-safety 2. Describe what to do when children or young people are ill or injured, including emergency procedures 3. Know how to respond to evidence or concerns that a child or young person has been abused, harmed or bullied

  4. Consider what influences judgments in relation to a child’s safety and welfare. Our’ Duty of Care’ • Be aware of cyber bullying and recognising technological risks • Recognise indicators of abuse, behaviour, physical etc • Understand what ‘A Serious Case Review’ is and why they are carried out • Parental factors that potentially lead to abuse • The requirements of legislation, regulation and codes of practice for safeguarding and protecting children. • Consider what can be done if there are concerns about members of staff, introduce LADO/Whistle blowing • Know what to do if they have a concern • Record and respond sensitively to a child’s disclosure of abuse • Understand the terms confidentiality and data protection

  5. The EYFS framework pages 13 & 14 states; Child Protection 3.4 Providers must be alert to any issues for concern in the child’s life at home or elsewhere. Providers must have and implement a policy, and procedures, to safeguard children. These should be in line with the guidance and procedures of the relevant Local Safeguarding Children Board (LSCB). The safeguarding policy and procedures must include an explanation of the action to be taken in the event of an allegation being made against a member of staff, and cover the use of mobile phones and cameras in the setting.   6. Child Protection 3.6 Providers must train all staff to understand their safeguarding policy and procedures, and ensure that all staff have up to date knowledge of safeguarding issues. Training made available by the provider must enable staff to identify signs of possible abuse and neglect at the earliest opportunity, and to respond in a timely and appropriate way. These may include: • significant changes in children's behaviour; • deterioration in children’s general well-being; • unexplained bruising, marks or signs of possible abuse or neglect; • children’s comments which give cause for concern; • any reasons to suspect neglect or abuse outside the setting, for example in the child’s home; and/or • inappropriate behaviour displayed by other members of staff, or any other person working with the children. For example, inappropriate sexual comments; excessive one-to-one attention beyond the requirements of their usual role and responsibilities; or inappropriate sharing of images.

Serious Case Reviews A SCR should be considered when: “A child sustains a potentially life-threatening injury or serious and permanent impairment of physical and/or mental health and development through abuse or neglect” or “A child has been seriously harmed as a result of being subjected to sexual abuse; or a child has been seriously harmed following a violent assault perpetrated by another child or an adult.” Level 3 worksheet 10 025 - L.O 1.4 Taken from the NSPCC website

Serious Case Reviews cont…. • The purpose of a Serious Case Review is to:  • “establish whether there are lessons to be learnt from the case about the way in which local professionals and organisations work together to safeguard and promote the welfare of children  • identify clearly what those lessons are both within and between agencies, how and within what timescales they will be acted on, and what is expected to change as a result; and  • improve intra- and inter-agency working and better safeguard and promote the welfare of children” Taken from the NSPCC website

  21. Victoria Climbie: She was repeatedly shouted at by her carers and told she was wicked and possessed. Victoria died of neglect, she died from hypothermia. Victoria was kept in a bag in a cold damp bathroom and fed on the floor like a dog.

  23. Lauren Wright Lauren was found dead in an upstairs room at the family home in Norfolk. Her digestive system had collapsed fatally after a punch or kick to the stomach from Tracey Wright. Her emaciated frame weighed just two stones and was covered with more than 60 bruises. A doctor who gave evidence said her injuries were similar to those of a car crash victim.

  24. Baby P. Died at the age of 17 months. He had been repeatedly abused by his mother and her partner. The post mortem found - Eight broken ribs and a broken back, with another area of bleeding around the spine at neck level. Numerous bruises, cuts and abrasions.

Child Protection 3.8 Registered providers must inform Ofsted of any allegations of serious harm or abuse by any person living, working, or looking after children at the premises (whether the allegations relate to harm or abuse committed on the premises or elsewhere). Registered providers must also notify Ofsted of the action taken in respect of the allegations. These notifications must be made as soon as is reasonably practicable, but at the latest within 14 days of the allegations being made. A registered provider who, without reasonable excuse, fails to comply with this requirement, commits an offence.

  39. Pre-school 5-12 year olds 13-19 year olds A. Children should learn the names of the different parts of the body and how they can say no to physical touches that make them feel uncomfortable. B. Children should be made aware of the existence of helplines such as Childline. C. Children should learn how to protect themselves from unwanted pregnancies. D. Children should learn sensitivity towards others so that they understand what is hurtful or unkind. E. Children should learn that there are adults they can trust and talk to, if necessary. F. Children should learn the names of sexual body parts and have a simple understanding of the sexual act. They should be told that this should always be a consensual matter. G. Children should learn what to do in a crisis by presenting them with lots of ‘what if’ scenarios. H.
