The National Environmental Management Act (NEMA) Section 31(1) (a) stipulates that “Every person is entitled to have access to information held by the state and organs of the state which relates to the implementation of NEMA and any other law affecting the environment, and to the state of the environment and actual and future threats to the environment, including any emissions to water, air or soil, and the handling, transportation, treatment, storage and disposal of hazardous waste and substances”.
