  3. Effectiviteit en efficiëntie • Effectiviteit – het bereiken van vooraf geplande doelen • Efficiëntie – het bereiken van de geplande doelen met een minimum aan middelen

Leasing • Operational lease • object blijft economisch en juridisch eigendom van de lessor (verhuurder) • contract is tussentijds opzegbaar • risico ligt dus bij de lessor (verhuurder); dit berekent hij door in de prijs • Financial lease • object is juridisch eigendom van de lessor (verhuurder) • object wordt economisch eigendom van de lessee (huurder); dit houdt in dat alle risico’s gedragen worden door de lessee (huurder) • contract is niet tussentijds opzegbaar • risico ligt dus bij de lessee (huurder); gevolg is een lagere prijs
