Hazard Communication Standard-HCS • OSHA= 29 CFR 1910.1200 (federal) • (Occupational Safety and Health Administration) • Covers all employers and employees • EPA - Environmental Protection Agency (federal) • NYSDEC - Department of Environmental Conservation (state)
Hazard Communication Standard-HCS • Written Hazard Communication Program • Obtaining and keeping Material Safety Data Sheets (MSDS) on hazardous chemicals • Identifying and listing an inventory of hazardous chemicals • Ensuring that hazardous materials are labeled with name and hazard • Training employees on the Standard, safety information, labeling and protective measures
Background • The HCS is based on a simple concept-that employees have both a need and a right to know the hazards and identities of the chemicals they are exposed to when working • The also need to know what protective measures are available to prevent adverse effects from occurring • The HCS is designed to provide employees with the information they need
1-The Written Program • Describes how the Hazard Communication Program, is implemented at the New York Medical College • An inventory list of hazardous chemicals is required to be maintained as part of the program
2-Laboratory Signs • Posted outside lab • Provides specific information about lab • Biological Hazards • Chemical Hazards • Radiological Hazards • Provides general safety information No radioactive materials present Radioactive materials may be present
Chemical Labeling • Original Containers • Verified Product Name • Write the date the container arrived • Write the date the container was opened

Labels • Containers of hazardous chemicals must be labeled with the full name the material and appropriate hazard warning (e.g. flammable, corrosive, poison, irritant, etc) • Labels must be legible and written in English Working solutions, secondary containers
Color-Coded Labeling System • HAZARD IDENTIFICATION SYSTEM, NFPA 704M • Numbering system from • 0-4 • 0 = Little or no risk • 4 = Greatest risk • If all numbers are the same, flammability would be the primary hazard

3-Material Safety Data Sheet (MSDS’s) • MSDS’s are one of the most important tools available to employers for providing information, and protection to workers from Hazardous Chemicals which are used in the workplace • Hazardous Chemicals= any chemical which is a physical or a health hazard

MSDS’s can be acquired for any chemical • MSDS’s can be useful tool at home E.g. Clorox Bleach, Ammonia, Fantastic, X-19, Off (oven cleaner), Windex, W-40, Crazy Glue, etc LABS are required to have MSDS’s For all their hazardous chemicals
Material Safety Data Sheet (MSDS’s) Location MSDS's are located in three places: • Security area in BSB as a hard copy in yellow binders • Internet • Individual Labs
EHS-Laboratory Inspections • All laboratories are inspected twice a year for: • Chemical Safety and Compliance • Biological Safety and Compliance All laboratories using radioactive materials (RAM) are inspected quarterly for: • Radiological Safety and Compliance
4-Employee Information and Training • Employers must provide employees information and training on hazardous chemicals in their work area: • At the time of their initial assignment • Whenever a new physical or health hazard, about which employees have not been previously trained, is introduced into their work area • Training may cover several categories of hazards
Summary • OSHA is responsible for the Hazard Communication Standard (HCS) • Hazard Communication Standard : • Written Program, Labels, MSDS’s and Training • All chemical containers must have labels with name and hazard warning • MSDS’s must be read before using a chemical substance • Each lab must have a binder with MSDS collection as well as a Chemical Inventory for all hazardous chemicals present in the lab • Employee is responsible for using safe work practices when working with physical and chemical hazardous • Training should be given on specific physical or health hazard • Hazard Communication shall be taken annually
