  1. CRLP Continuing Resolution Limit Payment

  2. National Bulletin 300-7-? • Draft bulletin in clearance process to be posted as soon as possible • Watch for it early next week

  3. Highlights • Script will be run as soon as the allocation changes have been processed in FFIS and back fed to ProTracts • Expect it to happen on Monday or Tuesday

  4. Search for Contracts • Script will certify CRLP item • Search for CSP contracts with “Payments waiting for Approval”

  5. Signatures • If CRLP is the only item on the NRCS-1245, no participant signature required • If other contract items are being certified on the same NRCS-1245 as CRLP, participant signature required for practice certification

  6. CRLP is not 100% of CRL • Total of certified and approved contract items and CRLP item must be greater than the CRL reduction item for participant to receive a payment

  7. Positive to offset Negative • We are adding back a percentage of the negative CRL item with the positive CRLP item • Do not put too much emphasis on the percentage of the CRLP – potential to add a layer of confusion

  8. Completion Date • All CRLP items are to be processed no later than June 15, 2007

  9. When to start • I will notify State CSP Managers by e-mail when script has been run and you are able to start the CRLP approval process

  10. CSP Modifications • CSP Mod buttons will remain off • Any modification to a 2007 obligation would result in an erroneous payment • Special cases will need to contact NHQ for guidance

  11. CSP Modification Delegation of Approval Authority • Policy change for CSP Maintenance Modifications • Maintenance modifications which result in any obligation change requires approval by StC (or ASTC as delegated by StC) • Decreases in obligations are potential contract violations and must have StC determination of contract termination and/or cost recovery • Increases in obligations are contract improvements – not maintenance modifications as per NB 300-7-12

  12. No ProTracts Magic • Because there is currently no mechanism in ProTracts to enforce these requirements, State Conservationist will immediately take actions to remove CSP modification approval permissions from all other user roles in ProTracts.

  13. Intent • Allow you the flexibility to be able to complete maintenance modifications as needed – after the CRLP process is completed
