  1. STFC Safety, Health and Environment (SHE) Codes SHE communication is an area the STFC needs to improve and a simple demonstration of effective safety management – e-mails alone are not enough. This package is one of a series of STFC SHE Code – updates, revisions and launches. Simple presentations will be available for all Codes and should be used by STFC Managers at all levels to cascade the key messages to all staff and contractors.

Simplified format for SHE Codes To aid their communication and understanding - simple language and clear responsibilities Purpose – why the code exists Scope – where it does and does not apply Definitions – of key terms Responsibilities – set out by role – read the part applicable to you, simple languageAppendices - specific to the code but include standard appendices for the training relevant to the code, and an audit checklist

Why a Contractor Management SHE Code? • This code addresses the safety of any individual contracted to do work for the STFC who is not an employee. • The STFC has specific legal safety responsibilities towards its contractors. If excluded from our safety systems increases the risk of injury, especially • If we don’t tell them what hazards they might face on our sites • If we don’t make sure they actually follow STFC safety rules • Between 15% and 30% of injuries reported to SHE group involve contractors

Key features • This code • establishes clear guidance for engaging, monitoring and controlling contractors • ensures that we communicate with contractors and agree safe working practices / method statements • ensures that contractors who work on STFC sites work just as safety as we would do • establishes flexible controls to help us manage contractor safety at all levels of risk

Key points • Read that part of the Code relevant to you. • Always consider what hazards and risks your contractors are exposed to and ensure that they are aware of and understand them. • Check that you understand what they will do and how they will be doing it – best considered through Method Statements and Risk Assessments • Always ensure that contractors are adequately supervised by their management and STFC Contract Supervising Officers – YOU- check Personal Protective Equipment is being used. • Report all contractor related incidents or near misses in SHE Enterprise. • This code DOES NOT require you to have full Method Statements and Risk Assessments for all contractors. Managers of contractors should consider the hazards & risk of work planned and choose appropriate systems to control work planned.

SHE Training • A standard appendix to each SHE code lists necessary training - competence in safety is important • Training appendices should be used by managers and staff when considering new hazards or in general as part of Annual Performance Reviews (APRs).- see SHE Code 10 ‘Provision of SHE training’ • As each code is launched relevant training will be set up for staff. • To book this training contact your local SHE training contacts: - RAL 8288 - UKATC 8325 - DL 3600 - Swindon 2061
