Engaging multiple stakeholders through city resilience planning – Can Tho City, Vietnam What IS “Engaging multiple stakeholders”? • should be known as a phrase of policy; not a technical phrase • is to make all the stakeholders carry out the plan themselves as their demands. • It should be at least include: • provide information; awareness and capacity strengthening to respond to climate change; • Establish system of organization specializing in climate change; • promulgate appropriate regulations and feasible adaptation plan • prepare the necessary capital.

Provide information; awareness and capacity strengthening to respond to climate change; -general information about global cc -reality local climate change data: • The physic factors: main expression of cc, and conditions that make cc more dangerous, • The social factors: local limitations and difficulties that hinder responding, -impacts and risks of climate change locally -measures and experiences in adaptation that can be applying for local people,

Establish system of organization specializing in climate change (Clear and strong organizing) -Steering committee of Decision 158 (to focus the attention, the power of the entire local agencies) -CCCO (on behalf of the Steering Committee of Decision 158, to coordinate all the local adaptations to climate change) -Working group (in city’s departments and districts government). Make local leaders and agencies ranking CC adaptation plan is highest priority.

Promulgate appropriate regulations and feasible adaptation plan. 1.Good adaptation (first minimize community damage, then reduce climate change) 2. Ensure a stable life (green life, stable income, housing) 3. No regrets (if climate change meet, not climate change is still used) 4. Bottom-up and top-down planning (the vulnerability, can participate every phases of plans to respond to climate change). The tools to make all stakeholders go forwards in same direction

Prepare the necessary capital -Take advantage of all available funds: national target programs, local budget plans; international donors, assigned community activities suitable for implementation. -Preparation the feasibility projects: to solve the practical problems of local to call for investment.
