  2. ELRCTHREE-YEAR STRATEGIC PLAN FOR THE FINANCIAL YEARS: 2007 TO 2010 Based on Levy Increase Secured from 1 July 2007 By Mr M Govender General Secretary of the ELRC

INTRODUCTION • The function of the ELRC is to impartially facilitate the promotion of labour peace within the public education sector. • The ELRC provides an independent forum for the resolution of disputes. • The ELRC provides a forum for government, as employer, and labour to bargain and consult on matters of mutual interest. • The ELRC also engages in training and development and research on various issues in public education. INTRODUCTION • The sole source of income is the levy collected from the employer and employees (equal amounts on both sides). • The parties to the ELRC have all agreed, in principle to increasing the levy from R1.50 to R5 on either side. • It is anticipated that the levy increase would be effected from 1st July 2007. Programme 3.1: Dispute Resolution Services Strategic Objectives • To prevent and resolve disputes in Education. • To ensure legal compliance of ELRC in relation to internal and external parties and activities. • To ensure effective dispute prevention measures are in place. • Provide training of dispute resolution practitioners in education. • Establishment of quality control for awards. • To meet the needs and expectation of customers. Programme 4: Support Services • Comply with the PFMA and Treasury Regulations. • Implement, maintain and improve internal control procedures. • Manage and regulate supply chain management processes. • To identify and manage the risk assessment and fraud prevention plans. • Sound cash flow management. Programme 4.1: Administration Services • To provide the necessary resources and to ensure the effective utilisation of resources. • Manage and safeguard assets of the Council. • To maintain and upgrade infrastructure.
