Wa´ma´ gayam (Lightning Strikes) Principal objective: Examine broader national continuity capabilities, specifically communications with State, territorial, Tribal, local, and Private Sector partners and support to the National Cyber Incident Response Plan (NCIRP) and National Response Framework (NRF)

Typhoon Pakyo Date • June 13-14, 2012 Scope • The scope of play for TP12 requires emergency management responders to perform actions associated with an initial response to a catastrophic typhoon incident in an EOC setting, both pre- and post-landfall. These actions include command and control, communications, evacuation and mass care, hazard identification, and resource logistics

  11. Typhoon Pakyo Objectives 1. Evaluate Federal and Territorial integration with the Guam Emergency Operations Center (EOC) focusing on the establishment of a Unified Coordination Group (UCG) 2. Assess the coordination among Federal, Local, Non-Governmental Organizations (NGOs), and private sector entities focus on mass care and evacuation 3. Validate the procedures, outlined in the Guam Catastrophic Typhoon Operations Plan 4.Assess the capability upon activation/establishment of the EOC/IOF

  12. Typhoon Pakyo Outcomes: • Successful integration with State resources • Determination of updates for the Catastrophic Operations Plan • Engagement of state resources with Emergency Management Assistance Compact EMAC.

FEMA IX PLANningCascadiaSubduction Zone Scenario involves a 9.0 magnitude earthquake, ground shaking for 5 minutes with subsequent tsunami.  Wave heights could reach 80 feet.  The Cascadia fault line runs for 800 miles from just off Mendocino to British Columbia.  Ground shaking expected to impact as far south as the Bay Area and also Sacramento.  • Began planning effort in April 2011, partnering with Cal EMA. • FEMA RX is conducted their Cascadia Plan on the same time line.  Plans are being coordinated, but are not joint. • Conducted Information Analysis meetings in Del Norte, Humboldt, and Mendocino Counties • Course of Action brief to Senior Leadership Steering Committee in August 2012 • Draft Plan expected in September 2012 • Final Plan expected in December 2012 • California will exercise this plan as Golden Guardian 2014.

  16. Nevada HAZMAT Emergency Response plans • The authority is the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). of 1980, as amended. The Plans are required to be reviewed by the Local Emergency Planning Committee (LEPC) on an annual basis and are approved at the State Emergency Response Commission (SERC) • Provide technical expertise from Region IX • All encompassing review of the HazMat ERPs • Work with Karen Pabon the NV SERC • Comprehensive Preparedness Guide

Upcoming Training opportunities • Region IX will host seats for applicants in collaboration with Cal EMA, the Master Exercise Practitioner Program (MEPP) in southern California starting in January of 2013. • Starting this October, FEMA Position Specific (OPS, Plan, etc.) courses will begin to be taught throughout California

  18. FEMA National Initiatives • FEMA Qualification System • FEMA Reservist Program • FEMA Corps

FEMA Qualification System • Purpose – FQS establishes the system for qualification and certification of the FEMA workforce through experience, training, and demonstrated performance • The system was developed in order to: • Ensure a qualified workforce based on performance standards • Establish minimum, consistent, and fair qualification requirements for all workforce positions regardless of employment status • Strengthen the training and qualification standards for all workforce positions • Professionalize the workforce similar to other emergency response professions • Create a pathway to leadership positions • Improve federal assistance to disaster impacted families and communities

FEMA Reservist Program • Purpose – To build and sustain a robust, well-trained, deployable, and fully-capable corps of intermittent “Reservists” who can effectively and efficiently perform mission functions in accordance with our statutory authorities Progress to Date • Potential courses of action for the Reservist program were presented to Deputy Serino on March 14 in the following areas: • Equipment • Benefits • Pay Grade Distribution • Reservist Workforce Management Structure • Training • Deployment • Medical Assessment

  21. FEMA Corps • Purpose – To train and build a FEMA-devoted unit of 1600 service corps members operating in support of Federal emergency and disaster response and recovery efforts to be established within the AmeriCorps National Civilian Community Corps (“NCCC”) program • FEMACorps will advance the President’s management and national security priorities, including job creation, service, and working across government • FEMACorps will promote better mission outcomes by supporting FEMA’s ability to meet its all hazards mission through a scalable and reliable force structure
