The National Academy of Sciences (NAS) Board on Atmospheric Sciences and Climate (BASC) Climate Services Definition and BASC Climate Study Recommendations presented by the Office of the Federal Coordinator for Meteorological Services and Supporting Research
Climate Services Definition • The timely production and delivery of useful climate data, information, and knowledge to decision makers. • The ICMSSR endorsed this definition at its May 2002 meeting • As a result, this definition now has interagency acceptance (e.g., this definition has been integrated into NOAA’s operating policy)
BASC Climate Study Recommendations 1.1 Inventory existing observing systems and data holdings (e.g., each agency should identify its climate-related observing systems and data holdings) 1.2 Promote efficiency by seeking out opportunities to combine the efforts of existing observation networks to serve multiple purposes in a more cost-effective manner
Implementing Recommendations OFCM is working with agencies to define requirements which may drive the need for new sensors. (1.1 and 1.2) • NWS completed an inventory of existing mesonets (R. Dombrowsky, 1.1) • NWS is working to implement a robust and modernized Cooperative Observer Network (L. Stang and R. Dombrowsky, 1.1 and 1.2) Recommendations relate to the international Group on Earth Observations (GEO) • The U.S. Interagency Working Group on Earth Observations is developing an observing system architecture which will fold into GEO’s design work on an international observing system architecture
