  2. The electricity consumption for lighting accounted for about 12% of the total electricity consumption in China. Lighting will consume a greater percentage of China's growing electricity demand during the high speed economic development. Lighting is listed as one of the Top Ten Energy Conservation Projects of 11th Five-Year Plan of China. Background

China is the world’s leading manufacturer of lighting products and holds the key to improving the quality and efficiency of the lighting products and lowering the cost of high quality, high efficiency lighting products throughout the world. At present, China has more than 5,000 lighting appliance producers, including about 1,000 light source producers, about 3,000 lighting fixture producers and about 1,000 producers of electrical auxiliaries and other related products. China is the world's largest manufacturer of energy-saving lamps, producing around 80 percent of the global supply, yet it is still a long way from lighting itself in an energy friendly way. 2006: CFL:produced 2.4 billion/ exported 1.7 billion IL:produced 4.3 billion/ exported 2.4 billion Background

Initial purchase costs of energy-saving lamps are higher; Consumer awareness of lighting electricity saving is low; Some low-quality products with poor efficiency have easy access to the market and have damaged the confidence of consumers. The manufacturing technique capacity of the lighting products is partly still low and not sufficient; Major Problems

  13. Regulation and Incentive Policies

  14. On December 17, 2004, MOF and NDRC jointly issued the Procurement Policy for Energy Efficient Products. Government agencies at all levels (public sector non-profits units and organizations) are required in the procurement process to give priority to products certified as energy-efficient. The List of Energy-Efficient Products for the Government procurement scheme draws on the results of China national energy efficiency endorsement labeling programme. The energy-efficiency product list has been updated in a timely manner. In 2008 Chinese governments have launched a Financial Subsidies Fund of Promoting High Efficient Lighting Products for the next three years. 2008: 60 million 2009: 120 million The permitted suppliers and the agreed supply prices should be determined by uniform bidding, and the winners sell the products to end-uses at beneficial prices Bulk users will receive a subsidy of 30% price discount on each high efficient lighting product. Urban and rural residents will receive a subsidy of 50% price discount on each high efficient lighting product.   17. Project of Phasing out Incandescent Lamps and Promoting Energy-saving Lamps in China

In 2008 a new project proposal of Phasing out Incandescent Lamps and Promoting Energy-saving Lamps in China was submitted to GEF and was approved for a GEF funding of USD14 million early this year. The objective of the PILESLAMP project is to enhance the promotion and higher utilization of energy saving lamps (ESLs) in China through the transformation of the local lighting products market and develop a roadmap of the phasing-out of incandescent lamp production and sale in China. Asia: Barrier Removal to the Cost-Effective Development and Implementation of Energy Efficiency Standards and Labeling Project (BRESL) (UNDP/GEF) • BRESL is aimed at rapidly accelerating the adoption and implementation of energy standards and labels (ES&L) in Asia, and in so doing bring about energy savings from the use of energy efficient appliances/equipment. • The project also facilitates harmonization of test procedures, standards and labels among developing countries in Asia, when appropriate. • Target Countries: Bangladesh, China, Indonesia, Thailand, Vietnam and Pakistan • Products covered by BRSEL: • Refrigerators • Room air conditioners • Electric motors • Ballasts for FLs • Electric fans • Compact fluorescent lamps • Rice cookers

Background A global labelling program for EE lighting products Seed funding by GEF and implemented in 7 countries by IFC starting in 1998 In 2005, China Standard Certification Center was authorized by IFC to administrate the Phase 2 ELI program Government agencies and utilities can specify and procure ELI products to help build markets, lowering their risk without having to do all the technical work on their own. Manufacturers benefit from a third-party quality certification, distinguishing their products from lesser quality products. Distributors and retailers can use ELI specifications to assure quality lighting products for their customers. ELI Global Labelling Program www.efficientlighting.net

Further improve the technical capacity of the lighting manufactures to produce more high quality and efficient products Incentive policies for lighting products are considered by the governments to encourage the production and use of energy conservation products Promote the use and application of high technology lighting products, e.g. LED products, ceramic metal-halide lamps, etc. Improve the existed standards, expand the products category for energy efficient standard and labeling and improve the supervision and management Coordination and mutual recognition with international energy efficiency lighting standards and labels Strengthen the international collaboration in the process of phasing out GLS.
