OVERVIEW OF PDNA Disaster context: Date of crisis: • 7 Nov 2009 - The combined effect of Hurricane Ida and a low-pressure system off the Pacific Coast led to heavy rainfall in El Salvador, causing intensive flooding and landslides in 7 of the country’s 14 departments. • 8 Nov. The Government officially declared a national emergency. • 10 Nov. The Goverment officially requested international assistance. • 11 Nov. UNDAC Mission was deployed. • 18 Nov. Flash Appeal was launched. (13,125,999 US$ requested)

Extent of damages • 7 of the country’s 14 departments were affected. • Around 122,000 people were affected by this event. • 200 killed, 76 missing. • In the first days of the emergency, around 15,000 people fled their homes and were housed in emergency collective centres • More than 3 months after the event, aprox. 1,700 people displaced in collective centres and informal settlements • Damages were severe in housing, livelihoods and environment; • 20,674 houses were damaged or destroyed. • According to the PDNA, this event caused damages and losses, equivalent to 1.44 % of the gross national product (GNP).

Description of key stakeholders: • The Government placed process under the management of the Technical Secretary of the Presidency (STP) with the participation of representatives of governmental institutions. • According with PDNA report, around 34 governmental institutions participate in the PDNA process. • ECLAC, WB, the United Nations System and other partners. Government Role: • PDNA was technical coordinated by the Government (the Technical Secretary of the Presidence)

Overview of PDNA Process Role and nature of involvement of UN system, World Bank, EC, civil society, other actors. • Mission integrated by United Nations Agencies (UNDP, FAO, ILO, PAHO), ECLAC, WB (through the Global Fund for Disaster Reduction and Recovery ) and the EC. • Additionally contributed to the mission, representants from the Inter-American Development Bank (IDB) and International Monetary Fund (IMF). " • Financial support: UNDP/BCPR, WB and the EC • CO – logistic support, technical expertise.

Relationship between DaLa/ECLAC and UN HRNA approaches • Assessment was carried out throught DaLa/ECLAC and the Human Early Recovery Needs Asesssements (HRNA) • ¿Relationship? How were corporate agreements operationalised in the field; level/adequacy of support between HQ and field? • The ECLAC mission coordinator took over coordination of the PDNA mission, without being sufficiently clear the agreements between ECLAC, WB, EU and UNDP to carry out the PDNA • Unclear objectives; methodology, etc. • Various agencies deployed HQ staff for the duration of the process (WB). • CO was not really aware about the PDNA process • UNDP/BCPR DRT gave guidelines to advice RC in the PDNA process

  11. Lessons Learned What worked? Effect of joint effort. • Participation of different stakeholders in the assessment. • Direct communication and coordination with the Government of El Salvador (Technical Secretary of the Presidence) and participation of different governmental institutions. What didn’t work? Main constraints of joint approach. • Knowledge of the PDNA process was unclear since the begining (coordination, objectives, methodology, timeframe, etc.) • Lack of time for data collection • UNDP/BCPR jointed the mission a week later. • Difficulties to share information between ECLAC and UNDP during the data collection. • Lack of agreement in the final report between ECLAC and UNDP/BCPR. • Lack of guidelines and training to advice and support RC Office and UNDP on the PDNA Process.

  12. Lessons Learned cont. What needs to be improved? What capacities are needed? • Common understanding for all the stakeholders to initiate the PDNA Process. • Clear guidelines and training materials about the PDNA process would be necessary (CO, UNDP/BCPR LAC Team, UNS Agencies, governments and other partners). • It should be ready before the next hurricane season (May-June?) • Training to UN Agencies and COS to be ready to take part in these exercises. • Training to Governments

Why/why not? • BCPR providedguidancetosupport RC and CO. • RC requested more advice and supportfrom BCPR (stafftosupport in thecoordination and ER component). How much did your institution invest in the PDNA? • Two staff from BCPR LAC Team sent for a week/10 days. • Deployed a consultant to support UNDP for ER component on the PDNA. • TRAC 1.1.3. Cat II Resources to finance PDNA (50,000 USD) • Stafffrom CO participatedonthe PDNA Process. Utility of the recovery framework? • PDNA wasuseful in theprocessto revise theFlash Appeal (february 2010)

Relationship of PDNA and therecovery process What recovery strategies have been undertaken since the crisis? • On 17 December, the Governent of El Salvador presented the National Rehabilitation and Reconstruction Plan in the donors Conference. • There is not a significant advance in the recovery process. Do recovery needs persist that require further assessment and investment? • More than three months after the event, approximately 1,700 most vulnerable people are still living in collective centres or informal settlements. • As the rainy season will begin in May, it is essential to restore decent living conditions for all affected population before this date.
