  1. Commercial Variable Speed Swimming Pool Pump Jason Wang Cal TF Work Paper Presentation October 23, 2014

  2. Agenda Objective: Seeking TF approval of draft workpaper Measure Description Work Paper Methodology Results Issues and Concerns Questions or Comments

  3. Measure Description • Base Case Single speed pool pump • Typically operates 24/7 • Size ranges from 0.5 to 3 HP • Fixed speed of 3,450 rpm Measure Case Variable speed pool pump • Integrated pump, motor, and controller unit • Can be programmed for different speeds at different times • High efficiency motor

  4. Measure Description Units: Per horsepower Measure Application and Delivery Type • Direct Install (ER or ROB depending on pump condition) • Downstream Prescriptive Rebate (ROB) Eligibility • Climate zones: All • Building types: Hotels, Motels, Assembly Target Market • Lodging facilities with standard (non-Olympic) size pools • Assemblies: Fitness centers, clubs, public pools, etc. Market Potential About 8,700 commercial pools in SCE territory

  5. Measure Description Measure Costs • Baseline cost (material + labor): $700 • Measure cost: $1,650 • Incremental cost: $950 EUL 10 years (DEER EUL ID: OutD-PoolPump) Net-to-Gross 0.85 (DEER EUL ID: ET-Default)

  6. Work Paper Methodology Baseline Methodology – Early Retirement ER: Baseline Data Collection

  7. Work Paper Methodology Codes and Standards Enhancement study ROB: Baseline Methodology – Replace on Burnout

  8. Work Paper Methodology CEC System Curves • System Curve C used to represent pool plumbing system Measure Data Collection

  9. Work Paper Methodology CEC Pool Pump Test Database • Variable speed pump power consumption Measure Data Collection

  10. Work Paper Methodology Code Requirements (Public Pools) • Title 24: Must be capable of 6-hour turnover • Title 22: Cannot lower flow below 65% of Title 24 levels • Title 20: Two speed required for Res pool pumps ≥ 1 hp • Proposed: SS ≥ 70% efficiency, VS ≥ 80% @ full, ≥ 70% at half Measure Methodology

  11. Work Paper Methodology Pool Open – Required Flow Rate (minimum 25 gpm) Pool Closed – Required Flow Rate (minimum 25 gpm, minimum 0.12 kW) Measure Methodology

  12. Results Results Averaging • Exclude existing multi-speed pumps • Exclude pumps > 3 HP • Exclude pools where a single 3 HP pump cannot meet required flow rate • Straight average

  13. Issues and Concerns – Cal TF Comments Abstract Review Comments from the Cal TF • Health specifications • Methodology ensures that variable speed pool pumps meet health code. • Persistence issues • Technician errors will be reduced by using qualified contractors and offering training. • ECM motor retrofit • This is a separate measure to be considered.

  14. Issues and Concerns – Future Updates Field Testing in Progress • Five sites currently being tested and monitored • Preliminary results:

  15. Issues and Concerns – Future Updates Additional material and labor costs • Permitting fees: Program works with county to reduce fees. • Replacement flow meters, valves, etc. may be required. Costs are not borne by program. Turnover Requirements • Many pumps not meeting turnover requirement (6 hours/turnover). • Not SCE’s role to enforce code.
