REFORM OF THE QUOTA Main principles of the reform: • Quota = symbol of the highest quality in international road haulage • Quota = improving efficiency and opening markets • Quota => strengthening and harmonisation of controls and sanctions • Quota distributed on the basis of real needs and efficient use

  10. At 1st January 2006: • (i) Redistribution of the quota among Member countries • (ii) Introduction of the “EURO4 safe” lorry • (iii) Limitation of the number of journeys • (iv) Management of the system.

(i) Redistribution of the quota among Member countries • The basic quotas are revised for all ECMT Member countries • Each country may keep its “Grandfather rights” • EU15/EEA/CH countries will have their basic quota defined as the smaller of the old basic quota and the new basic quota • Basic quotas fixed for a minimum period of three years

Limitationof the number of journeys • The licence is issued subject to the condition that the haulier returns with the licence to the state of establishment at the latest after every fifth transport journey without involvement of the state of establishment. • Empty runs outside the country of establishment are not taken into account since they are not considered as transport operations. • A transport journey or empty run to, or in transit through, the state of establishment shall be considered a return

  14. Discriminatory charges • Phasing out Discriminatory Charges in International Road Haulage has been a goal of the ECMT since 1999. The report submitted on this issue identifies the existence of a number of discriminatory charges, most notably some large transit taxes in a small number of countries, which act as a barrier to trade and to fair competition.

  15. Discriminatory charges • How quickly countries levying transit charges can move to the recommended system of charges, abolishing transit charges or substituting them with charges applied equally to all vehicles, regardless of nationality?

  16. Social aspects of road transport • Exchange of information between ECMT Member countries on Infringements concerning driving time and rest periods regulations • = Infringements to AETR, in line with the procedures laid down in EEC Directive 88/599
