DWQMS Standard: Overview • Walkerton: • Recommendation of O’Connor inquiry • Required by the Safe Drinking Water Act, 2002 • Based on ISO 9001 Quality Management Standard • Due diligence exercise: • Establishment of documented procedures • Emphasis on communication between Owners (Council) and Operating Authority (Infrastructure & Municipal Works) 5

DWQMS Operational Plan • Developed for Cornwall’s drinking water system • System owned and operated by City of Cornwall • Includes treatment (Cornwall Water Purification Plant) and distribution operations • Developed in alignment with Drinking Water Quality Management Standard (Ministry of the Environment, October 2006) • Includes documented procedures: • Operation, maintenance, administration, management of drinking water system • Assurance of drinking water quality 6

City of Cornwall’s DWQMS • DWQMS Operational Plan includes: • Operational Plan Report • Appendices: • Supporting procedures and documentation • DWQMS Risk Assessment results • Monitoring and response procedures for significant risks • Emergency Response documentation • To be endorsed by Council for submission to • Ministry of the Environment • Canadian General Standards Board:DWQMS accreditation auditors • Implementation of DWQMS to be completed: 2010 7

Wastewater and Roads QMSs • Beyond legislative requirements: due diligence exercise • Both Wastewater QMS and Roads QMS developed in tandem with Drinking Water QMS • Integrated procedures developed where significant similarities exist in operations • Implementation of WWQMS and RQMS – ongoing 9

WWQMS Operational Plan • Developed for Cornwall’s wastewater system: • System owned and operated by City of Cornwall • Includes wastewater collection and treatment (Cornwall Wastewater Treatment Plant) • Mirrors structure of DWQMS • Includes documented procedures: • Operation, maintenance, administration, management of wastewater system • Assurance of effluent quality 10

RQMS Operational Plan • Developed for Cornwall’s transportation system: • System owned and operated by City of Cornwall • Designed to facilitate efficient and convenient movement of people and goods throughout City • Mirrors structure of DWQMS • Includes documented procedures: • Operation, maintenance, administration, management of transportation system • Monitoring of transportation system: quality and safety 11
