  2. Our start at APCE • September 2009 • Member of the APCE delegation • President of the delegation since 2009 for a period of 2 years • Post-monitoring level of RM • Action plan

  3. Action plan(Res.1572, 2007, Res.1666 2009) • Justice reform • Freedom of the press and expression; • To respect the fundamental human rights • The fight against corruption.

  4. The Signed and Ratified European Council Conventions • the Convention regarding the children’s protection against sexual violence and abuse (signed and ratified in 2012) • the Convention regarding biomedicine and tests in biomedical purposes (ratified in 2012) • Protocol amendment of the convention regarding the mutual administrative assistance in the fiscal domain (signed and ratified in 2012) • the Convention regarding the avoidance of statelessness cases (ratified in 2009).

  5. Conventions under examination • European Council Convention on preventing and combating violence against women and domestic violence • the Convention on counterfeiting of medical products and similar crimes • Fourth additional protocol at CEDO on extradition

  6. Liberal Party of Republic of Moldova represented in ALDE group Treated subjects: • intercultural dialogue • culture access • European higher education area creation • Supporting the liberal colleagues from Russia, Belarus, Chechnya and others states and sensible zones • the sanction of state members for the vicious working of their democratic institutions

Liberal Party Initiator of theLaw Projects based on APCE Resolutions • Criminal Code on punishing sport frauds (based on the Resolutions 1875, 1876 from 2012) • the Education Law on the liberalization right for the educational option (based on the Resolution 1904 on the Right Guarantee Need for educational option from 2012), • the Educational Law on assuring the university autonomy (based on the Resolution 1906 on European higher education area consolidation from 2012);

Liberal Party of RM Initiator of the Law Projects, based on APCE Resolutions • Electoral Code on assuring the voting right for all the citizens of Republic of Moldova, including the Diaspora, I make reference to the polling by correspondence and physic vote for 2 days in the polling stations opened abroad (based on Resolutions 1897, Guaranteeing more democratic elections, from 2012, under examination) • The amendment of the Law on civil documents by respecting the articles 8, 9 and 14 of the European Convention for Human Rights, which was voted in parliament and at the moment any citizen has the right to self-identify in the civil status documents according to a statement on own responsibility (my initiative preceded the decision of the European Court for Human Rights from April 2010 in the case Cibotaru vs RM, voted in the first and second lecture)

Liberal Party of RM Initiator of the Law Projects, based on APCE Resolutions • Adoption of the Parliament’s Decision for its fortification role in human rights defense (unfortunately under examination) (based on the Resolution 1823, the National Parliaments – human rights guarantors, 2011 ), • Adoption of the Parliament’s Decision on increasing of the European Council and APCE visibility at national level (based on the Resolution 1822, APCE reform voted), • I assured the scientific contribution at the completion and the amendment of the Resolution 1723 from 2010 regarding the Commemoration of the Big Famine Victims from the ex-URSS

  10. PACE Resolution 1481, 2006 – Parliament of RM 2012, Liberal Party initiative voted – condemnation of totalitarian and communist regime in former soviet republic of Moldova

  11. What Republic of Moldova needs? www.moldova.ru? www.moldova.ro? www.moldova.eu ? RM needs to have a strong voice in the big political family of the liberals and democrats, where she WAS NOT represented until 2009.

Thanks Taking advantage of this conference, I want to thank all my liberal colleagues from the country members of European Council, EU members, for the unconditional support in democracy’s favor and fundamental human rights and liberties, respecting the individual options, things that we have to take into consideration in a more globalised and different society.
